Over the past half century, the behavior of German voters has changed profoundly - at first rather gradually, but during the last decade at accelerated speed. Electoral decision-making has become much more volatile, rendering election outcomes less predictable. Party system fragmentation intensified sharply. The success of the AfD put an end to Germany's exceptionality as one of the few European countries without a strong right-wing populist party. Utilizing a wide range of data compiled by the German Longitudinal Election Study, the book examines changing voters' behavior in the context of changing parties, campaigns, and media during the period of its hitherto most dramatically increased fluidity at the 2009, 2013, and 2017 federal elections. Guided by the notions of realignment and dealignment the study addresses three questions: How did the turbulences that increasingly characterize German electoral politics come about? How did they in turn condition voters' decision-making? How were voters' attitudes and choices affected by situational factors that pertained to the specifics of particular elections? The Changing German Voter demonstrates how traditional cleavages lost their grip on voters and a new socio-cultural line of conflict became the dominant axis of party competition. A series of major crises, but also programmatic shifts of the established parties promoted this development. It led to a segmentation of the party system that pits the right-wing populist AfD against the traditional parties. The book also demonstrates the relevance of coalition preferences, candidate images as well as media and campaign effects for voters' attitudes, beliefs, and preferences.

The combined share of the vote gained by the two major parties fell below 70 per cent, eliminating the option of a coalition between one of the two major parties (Christian Democrats and Social Democrats) with one of the smaller parties – the traditional pattern of government that had dominated German post-war politics since the late 1950s. The election resulted in the first national ‘Grand Coalition’ of the two major parties since 1969. Electoral Reform and the Fate of New Democracies argues that elite inexperience may constrain self-interest and lead elites to undertake incremental approaches to reform, aiding the process of democratic consolidation. Using a multimethods approach, the book examines three consecutive periods of reform in Indonesia, the world’s largest Muslim majority country and third largest democracy, between 1999 and 2014. Each case study provides an in-depth process tracing of the negotiations leading to new reforms, including key actors in the legislature, domestic civil society, international experts, and government bureaucrats. A series of counterfactual analyses assess the impact the reforms had on actual election outcomes, versus the possible alternative outcomes of different reform options discussed during negotiations. After a chapter considering a broad overview of public opinion on women and politics in Eastern Europe, thirteen country chapters, spanning the spectrum of Eastern European democracies, address and test hypotheses about the key variables affecting the supply and demand sides of the equation in individual countries. Relevant aspects of the communist cultural and developmental legacy are addressed, but authors give particular attention to political factors, such as electoral rules and the characteristics of the emerging party systems, that vary within the Eastern European countries. Book excerpt: Until the last quarter of the 20th Century, Western party systems appeared to be frozen and stability was generally taken to be the central characteristic of individual-level party choice. But during the 1970s and 1980s, in a spasm of change that appeared to occur in all countries, this ceased to be true. Voters in Western countries suddenly demonstrated an unexpected and increasing unpredictability in their choices between parties, often to the extent of voting for parties that are quite new to the political scene. Understanding these fundamental changes became a pressing concern for political scientists and commentators alike, and a matter of extensive controversy and debate. In the middle 1980s, an international team of leading scholars set out to explore the reasons for these shifts in voting patterns in sixteen western countries: all those of the (then) European Community (except for Luxembourg and Portugal), together with Australia, Canada, New Zealand, Norway, Sweden and the United States. In this book they report their findings regarding the connections between social divisions and party choice, and the manner in which these links had changed since the mid-1960s. The authors based their country studies on a common research design. By doing so, they were able to focus on the characteristics that the sixteen countries had in common so as to evaluate the extent to which the changes had a common source. This is a longitudinal study, extending over nearly a generation, of changes in voting behaviour that is as fully cross-national as it was possible to produce at the time. Its findings enabled the authors to break away from conventional explanations for electoral change to arrive at conclusions of far-reaching importance. The passage of time has not dated this book, and in this edition the original text is augmented by a new Preface that describes the ways in which the book's findings retain their relevance for contemporary scholarship, and by an Epilogue in which the main analyses reported in the book are brought up to date to the middle 2000s.
