Dans le secteur des transports, comme dans d’autres, la puissance publique à un rôle important à jouer. L’État détient les commandes essentielles du système de transport. Pour autant, il ne peut pas commander directement les résultats, notamment la répartition entre les différents modes de transports. Pour les auteurs de ce rapport, il convient donc de recourir méthodiquement aux études coût-avantage. Ils recommandent, en particulier, de mieux intégrer les externalités, au premier rang desquelles celles liées aux émissions de gaz à effet de serre. Il est aussi essentiel de tenir compte des contraintes de financement des projets d’infrastructure. Les auteurs proposent, par ailleurs, la création d’une Agence d’évaluation et d’orientation du système de transport en mesure de commander les études d’évaluation économiques nécessaires et d’organiser le débat public.
