BIOGRAPHICAL NOTE Edward Michael Whitty was born in London in 1827, his father having been born in Wexford. He served an apprenticeship as a reporter on the provincial Press, and coming to London wrote The Times "Parliamentary Summary" from 1846 to 1849. The work reproduced on the following pages appeared in The Leader in 1852-3. A further collection of Whitty's articles in the same paper appeared in 1854 under the title of "The Governing Classes of Great Britain--Political Portraits." This work, it has been truly said, will be read with pleasure and profit by any future historian of the time. It was reissued with additions in 1859. Whitty also wrote a novel called Friends of Bohemia, which appeared in 1857. This contains many brilliant character sketches, not unlike those afterwards produced by Grenville Murray. The book, however, is nearly forgotten now. Whitty went to Belfast in 1857 to edit The Northern Whig, but returned to London in 1858. He emigrated to Australia, and died in Melbourne on the 21st February 1860. Whitty was a Bohemian. He was described under the name of " Ned Wexford" in a paper called "Bohemia and Bohemianism," which appeared in The Cornhill Magazine in 1865 and was written by James Hannay. H. M. W. Hints to New M.P.V i An argument invariably used by our great statesmen against the proposition of annual Parliaments and of triennial Parliaments is, that it takes, at the very least, two sessions to acclimate a new Member to the moral atmosphere of the House. Perhaps the argument is a very weak one, since the atmosphere of the House may be very deficient in moral oxygen, from too much using up; and since the rough vigour of new brooms, provided the supply of new brooms can be kept up, may be worth' more than the...

Book excerpt: Victorian Britain is often described as an age of dawning democracy and as an exemplar of the modern Liberal state; yet a hereditary monarchy, a hereditary House of Lords, and an established Anglican Church survived as influential aspects of national public life with traditional elites assuming redefined roles. After 1832, constitutional notions of 'mixed government' gradually gave way to the orthodoxy of 'parliamentary government', shaping the function and nature of political parties in Westminster and the constituencies, as well as the relations between them. Following the 1867-8 Reform Acts, national political parties began to replace the premises of 'parliamentary government'. The subsequent emergence of a mass male electorate in the 1880s and 1890s prompted politicians to adopt new language and methods by which to appeal to voters, while enduring public values associated with morality, community and evocations of the past continued to shape Britain's distinctive political culture. This gave a particularly conservative trajectory to the nation's entry into the twentieth century. This study of British political culture from the late eighteenth to the early twentieth century examines the public values that informed perceptions of the constitution, electoral activity, party partisanship, and political organization. Its exploration of Victorian views of status, power, and authority as revealed in political language, speeches, and writing, as well as theology, literature, and science, shows how the development of moral communities rooted in readings of the past enabled politicians to manage far-reaching change. This presents a new over-arching perspective on the constitutional and political transformations of the Victorian age.
