They are seen as engines of the national economy, but are also facing congestion and disparities. Thus, all over the world, governments attempt to increase problem-solving capacities in city-regions by institutional reform and a shift of functions. This book analyses the recent reforms and changes in the governance of city-regions in France, Germany and Italy. It covers themes such as the impact of austerity measures, territorial development, planning and state modernisation. The authors provide a systematic cross-country perspective on two levels, between six city-regions and between the national policy frameworks in these three countries. They use a solid comparative framework, which refers to the four dimensions functions, institutions and governance, ideas and space. They describe the course of the reforms, the motivations and the results, and consequently, they question the widespread metropolitan fever or resurgence of city-regions and provide a better understanding of recent changes in city-regional governance in Europe. Book excerpt: French Urban Planning 1940-1968 explores the creation and progressive dismantling of France's centralized, authoritarian system of urban and architectural planning. Established in the wake of World War II to facilitate the reconstruction and expansion of cities, this planning program led to the evolution of large suburban housing estates plagued by inter/intra family conflict, juvenile delinquency, and other social difficulties, which sociologists connected to poor planning and design. Critics began calling for the democratization of planning to remedy design problems, and the government of Charles de Gaulle started reforming planning procedures in the late 1950s and early 1960s. This book moves beyond technical and political issues to explore forces of religion, gender, and class that affected planning practices. Key critics and state officials emerged from the Catholic Left. Some were women from working-class backgrounds, and they manipulated gender stereotypes to insert working- and middle-class women into the design process. Sometimes in opposition, but often together, these reformers initiated the most significant change of architectural and urban planning until the introduction of François Mitterrand's decentralization reforms in the 1980s. French Urban Planning 1940-1968 will appeal to scholars and students interested in architectural, urban, and social trends in twentieth-century France.

Josef Konvitz provides a broad comparative study of European port cities since the Renaissance by examining how they were built and rebuilt in the context of urban industrialization. Konvitz argues that as seafaring became more critical to Western civilization, intellectuals and rulers placed more importance on urban planning. Planning looked different, of course, in various European cities. In Paris, riverside planning was patched into the existing frame of the city, whereas Scandinavian towns on the Baltic were over-designed to accommodate a degree of maritime trade unsustainable for cities writ large. In the eighteenth century, city planning fell out of vogue, and new solutions were introduced to help solve the problems created by urban development. With a series of helpful maps, Konvitz's book is an important source for urban historians of early modern Europe.
