It outlines and assesses the interactions between local bishops, provincial groups of bishops, and the worldwide college. Assessing these interactions sheds light on the relationship between Cyprian's strong sense of local autonomy and the reality that each bishop was responsible to the world-wide college. Episcopal consensus was the sine qua non, for Cyprian, for a major issue of faith or practice to become one that defined membership in the college and, ultimately, the Church. The book brings this assessment into a modern scholarly debate by concluding with an evaluation of the ecclesiology of the Orthodox scholar Nicolas Afanasiev and his critiques of Cyprian. Afanasiev lamented Cyprian as the father of universal ecclesiology and claimed that Cyprian's college wielded authority above that of the local bishop. This book argues that Afanasiev fundamentally misconstrued Cyprian's understanding of collegiality. It is shown that, for Cyprian, collegiality was the framework for the common ministry of the bishops and did not infringe on the sovereignty of the local bishop. Rather, it was the college's collective duty to define the boundaries of acceptable Christian belief and practice.

St Cyprian, third-century bishop of Carthage, developed a theory of church unity almost universally accepted up to the European Reformation: to be a member of the Body of Christ you needed to be in communion with a priest who was in communion with a bishop who in turn was in communion with all other bishops in the world. But, how could you discern who was a legitimate bishop? And, on what kind of issue would it be right to break off communion? Additionally, could self-authenticating ministries, like those of martyrs and confessors who had suffered for the faith, supersede this order? Finally, did the Church need, and in what form, a universal bishop who could guarantee the integrity of the network of bishops? St Cyprian wrestled with these questions in his letters and treatises, selected and translated in these companion volumes. Each volume contains an introduction to the two principal controversies that spurred St Cyprian to write his defense on church unity: first, the readmission to the Eucharist of those Christians who had lapsed or fallen in the persecution under Emperor Decius; and second, the sacramental validity of baptism in heretical and schismatic communities. Cyprian was a pagan public speaker and teacher from Carthage in North Africa who converted to Christianity around the year 246 AD. He immediately set himself to the study of Scripture and the writings of the first great Latin theologian from North Africa, Tertullian. Saint Cyprian grew so rapidly in holiness and knowledge of the faith that he was appointed bishop of Carthage only two years later. Within only a few months of his election to the episcopacy, the persecution of Decius broke out and Cyprian was forced to flee his see. Upon returning, he set himself to dealing with the problem of the reconciliation, after suitable penance, of those who buckled under pressure and lapsed in their faith. After a few years of peace, the persecution of the emperor Valerian began. Cyprian gave himself up and was martyred in Carthage on September 14, 258. St. Cyprian's writings that survive are mainly letters and short treatises. Most notable among them are De Catholicae Ecclesiae Unitatis (251) on the Unity of the Catholic Church and the importance of the Episcopate as safeguard of this unity. St. Cyprian's writings portray vividly the life of the Christian Church in the middle of the third century. The two pastoral addresses of this intensely devout bishop reveal the aftermath of the persecution by the Emperor Decius.
