It is also closely related to the issue of governance, the subject of previous Council of Europe studies. The Enlarged Partial Agreement on Sport (EPAS) decided to explore the concept of autonomy in greater depth by studying the conceptual, political, legal, economic and psycho-sociological aspects of the subject. This study was carried out at the request of the EPAS by the Swiss Graduate School of Public Administration (IDHEAP) on the basis of a questionnaire sent to public authorities in charge of sport and to national and international umbrella sports organisations. In addition to an analysis of the data obtained, documents produced by public authorities and sports organisations on this emerging issue are presented. This study contributes to a better understanding of the concept of autonomy and offers a clear picture of the issues involved.

There is a limited amount of up-to-date knowledge on the functions of sports clubs and their potential to promote public health, social cohesion and democratic participation through volunteering and thus contribute to public welfare in European societies. Most of the existing studies are country-specific and therefore do not allow for making comparisons from a cross-national perspective. In light of this, the project ‘Social Inclusion and Volunteering in Sports Clubs in Europe’ (SIVSCE) collected, analysed and discussed comparable data and knowledge across ten European countries and disseminated this knowledge to politicians, sports professionals and sports volunteers in Europe. The SIVSCE project contains comparative data of clubs as well as of members in selected sports clubs. In each country chapter, the comparative data from the SIVSCE project is put together in a coherent way. Particularly, the data of the member survey give in-depth information about the fulfillment of the different functions of sports clubs (e.g. extension of democratic participation, social integration). Providing in-depth data related to policy issues, structure and management of clubs and individual member surveys, this book will be useful for students―particularly those in sports management programmes―as well as researchers and practitioners in social science and economics.

The book brings together two significant research agendas: first, that on the governance of sport in Europe/the European Union; secondly, that within European integration studies on "Europeanization" (most commonly understood at the process of change in the domestic arena resulting from European integration). The concept of Europeanization and in particular top down Europeanization is used to shape the individual country case studies. Other transformational factors such as globalization are also assessed.The three chapters in the introductory section set the context within which the transformation of European football has occurred with particular emphasis on the role of UEFA and EU institutions. The ten country studies in the central part of the book include the five leading football nations in Europe and smaller countries that are facing new challenges in the competitive environment of modern European football. They include an example of a country that is a recent accession state and one outside the EU. What emerges from these chapters is both the shaping influence of Europeanization but also the extent to which it is countered and modified by national culture and structures.
