Book excerpt: The Spent Nuclear Fuel (SNF) Project document control and records management program, as defined within this document, is based on a broad spectrum of regulatory requirements, Department of Energy (DOE) and Project Hanford and SNF Project-specific direction and guidance. The SNF Project Execution Plan, HNF-3552, requires the control of documents and management of records under the auspices of configuration control, conduct of operations, training, quality assurance, work control, records management, data management, engineering and design control, operational readiness review, and project management and turnover. Implementation of the controls, systems, and processes necessary to ensure compliance with applicable requirements is facilitated through plans, directives, and procedures within the Project Hanford Management System (PHMS) and the SNF Project internal technical and administrative procedures systems. The documents cited within this document are those which directly establish or define the SNF Project document control and records management program. There are many peripheral documents that establish requirements and provide direction pertinent to managing specific types of documents that, for the sake of brevity and clarity, are not cited within this document.

Book excerpt: In response to a request from Congress, the Nuclear Regulatory Commission and the Department of Homeland Security sponsored a National Academies study to assess the safety and security risks of spent nuclear fuel stored in cooling pools and dry casks at commercial nuclear power plants. The information provided in this book examines the risks of terrorist attacks using these materials for a radiological dispersal device. Safety and Security of Commercial Spent Nuclear Fuel is an unclassified public summary of a more detailed classified book. The book finds that successful terrorist attacks on spent fuel pools, though difficult, are possible. A propagating fire in a pool could release large amounts of radioactive material, but rearranging spent fuel in the pool during storage and providing emergency water spray systems would reduce the likelihood of a propagating fire even under severe damage conditions. The book suggests that additional studies are needed to better understand these risks. Although dry casks have advantages over cooling pools, pools are necessary at all operating nuclear power plants to store at least the recently discharged fuel. The book explains it would be difficult for terrorists to steal enough spent fuel to construct a significant radiological dispersal device.

Book excerpt: This new report from the National Research Council's Nuclear and Radiation Studies Board (NRSB) and the Transportation Research Board reviews the risks and technical and societal concerns for the transport of spent nuclear fuel and high-level radioactive waste in the United States. Shipments are expected to increase as the U.S. Department of Energy opens a repository for spent fuel and high-level waste at Yucca Mountain, and the commercial nuclear industry considers constructing a facility in Utah for temporary storage of spent fuel from some of its nuclear waste plants. The report concludes that there are no fundamental technical barriers to the safe transport of spent nuclear fuel and high-level radioactive and the radiological risks of transport are well understood and generally low. However, there are a number of challenges that must be addressed before large-quantity shipping programs can be implemented successfully. Among these are managing "social" risks. The report does not provide an examination of the security of shipments against malevolent acts but recommends that such an examination be carried out.
