The study also includes a comparison of the economic behavior of these middle-income families with that revealed in a 1950 Bureau of Labor Statistics Bay Area survey of families with lower incomes. Over the same period, the national prevalence of very low food security increased by about one-third, from 3.1% of households in 2000 to 4.1% in 2007. The deterioration in food security was greatest in the second-lowest income quintile. These estimates are corroborated by corresponding declines in food expenditures by middle- and low-income households. The declines in food spending by middle- and low-income households were accompanied by increases in spending for housing and, in the two lowest income quintiles, by declines in income and total spending. This report examines various definitions, discusses middle class values and aspirations, and presents hypothetical budgets showing how these aspirations might be achieved with different incomes. Finally, we consider whether or not it is harder to live a middle class lifestyle today than it was twenty years ago. Income levels alone do not define the middle class. Many very high and very low income persons report themselves as middle class. Social scientists have explained this by defining "middle class" as a combination of values, expectations, and aspirations, as well as income levels. Middle class families and those aspiring to be part of the middle class want economic stability, a home and a secure retirement. They want to protect their children's health and send them to college. They also want to own cars and take family vacations. However, aspirations alone are not enough; middle class families know that to achieve these goals they must work hard and save. This report examines how two-parent two-child families and single-parent two-child families at different income levels might achieve a middle class lifestyle. The result is a snapshot of hypothetical family finances during a single year when both children are in school and before they start college. The estimates in this report present a picture of the possible spending and saving decisions that families might make. A major conclusion to be drawn from this report is that planning and saving are critical elements in attaining a middle class lifestyle for most families. Our results indicate how difficult it might be for many families to achieve these goals, particularly families in areas with higher housing prices. In addition, any number of uncontrollable events can make it hard to achieve middle class aspirations, including extra medical bills, payments for child care or elder care, or other demands on income. Families also face uncertainty about their future income, especially in an environment of high unemployment. Finally, we look back two decades to examine whether it is more or less difficult to attain a middle class lifestyle today. While incomes for married-couple and single-parent families with two children have increased significantly, much of this rise occurred in the 1990s. In part, these increases occurred because parents are working more hours in order to maintain higher income levels. Unfortunately, while incomes have risen, the prices for three large components of middle class expenses have increased faster than income: the cost of college, the cost of health care and the cost of a house. Thus, we conclude that it is harder to attain a middle class lifestyle now than it was in the recent past. One of the hallmarks of American society has been the common desire among families of all backgrounds for economic security and a better life for their children. Unfortunately, many families are not able to afford the sort of expenditures that we lay out in this report. If American families are to realize their middle class dreams, the nation must have a healthy economy, a responsible private sector that offers decent jobs with benefits, and an effective public sector that provides high quality schools for all children.

Book excerpt: The measurement of food consumption and expenditure is a fundamental component of any analysis of poverty and food security, and hence the importance and timeliness of devoting attention to the topic cannot be overemphasized as the international development community confronts the challenges of monitoring progress in implementing the 2030 Agenda for Sustainable Development. In 2014, the International Household Survey Network published a desk review of the reliability and relevance of survey questions as included in 100 household surveys from low- and middle-income countries. The report was presented in March 2014 at the forty-fifth session of the United Nations Statistical Commission (UNSC), in a seminar organized by the Inter-Agency and Expert Group on Food Security, Agricultural and Rural Statistics (IAEG-AG). The assessment painted a bleak picture in terms of heterogeneity in survey design and overall relevance and reliability of the data being collected. On the positive side, it pointed to many areas in which even marginal changes to survey and questionnaire design could lead to a significant increase in reliability and consequently, great improvements in measurement accuracy. The report, which sparked a lot of interest from development partners and UNSC member countries, prompted IAEG-AG to pursue this area of work with the ultimate objective of developing, validating, and promoting scalable standards for the measurement of food consumption in household surveys. The work started with an expert workshop that took place in Rome in November 2014. Successive versions of the guidelines were drafted and discussed at various IAEG-AG meetings, and in another expert workshop organized in November 2016 in Rome. The guidelines were put together by a joint FAO-World Bank team, with inputs and comments received from representatives of national statistical offices, international organizations, survey practitioners, academics, and experts in different disciplines (statistics, economics, nutrition, food security, and analysis). A list of the main contributors is included in the acknowledgment section. In December 2017 a draft of the guidelines was circulated to 148 National Statistical Offices from low- to high-income countries for comments. The document was revised following that consultation and submitted to UNSC, which endorsed it at its forty-ninth session in March 2018 (under item 3(j) of the agenda, agricultural and rural statistics. The version presented here reflects what was endorsed by the Commission, edited for language. The process received support from the Global Strategy for Agricultural and Rural Statistics. The document is intended to be a reference document for National Statistical Offices, survey practitioners, and national and international agencies designing household surveys that involve the collection of food consumption and expenditure data.
