Excerpt: ...a skirmish at the outposts, and our skirmish with famine this summer was sharp and decisive. The distress which Agricultural Prospects. prevailed in the North-West Provinces this summer assumed dimensions which in other times would infallibly have had disastrous consequences. But the Government of the North-West Provinces unaided, without any dislocation of business, provided for a population so large that the numbers on relief-works for a considerable time exceeded 300,000, in so complete a manner that I think their achievement has never obtained the applause it merited, simply because so few realised what had been done... This great work was rendered possible by the very circumstances which, as the Hon'ble Member has said, have so much strengthened the hands of Government since 1877, more especially by the increased means of communication. It is to be remembered that in our reliance on our improved means of communication we are enunciating no new opinion. It was the opinion deliberately formed, with the experience of the great famine of 1877 fresh upon them, by the Government of Lord Lytton, who laid it down in the most precise terms that in the increase of railways and canals, but especially of railways, lay the only means open to the Government of meeting attacks of famine on more favourable conditions. ldraw attention to it now, both because I am desirous not to let this, my first opportunity, pass of alluding publicly to what Sir Antony MacDonnell and his officers have done, but because it cannot be denied that what they have done can be done again and on a larger scale, if necessary. It is upon the Local Government that, whatever happens, we must rely to carry out the measures that may become necessary, and knowing, as we do, ...

Book The Earl of Elgin Classic Reprint

Download or read book The Earl of Elgin Classic Reprint written by George Mckinnon Wrong and published by Forgotten Books. This book was released on 2018-07-31 with total page 400 pages. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from The Earl of Elgin The chief material for the Life of Lord Elgin is in admirable form. He was fortunate in his private secretaries. One of them, Mr. Lawrence Oliphant, in his Episodes in a Life of Adven ture, describes a part of Lord Elgin's Canadian career, and in The Earl of Elgin's Mission to China and japan he gives a lucid account of his chief's diplomacy in the East. The late Lord Loch was Lord Elgin's private secretary on the second mission to China, and wrote a spirited Narrative of Events in China; while a member of Lord Elgin's party, Mr. Bowlby, the correspondent of T be T z'mes, wrote for that newspaper very able despatches, abruptly ended by his seizure and death at the hands of the Chinese during the march on Pekin. Lord Elgin himself was an admirable letter-writer. After his death, Extracts from the Letters of james, Earl of Elgin, etc., to Mary Louisa, Countess of Elgin, 1847 were privately printed, and were used extensively by M r. Theodore Walrond in his Letters and journals of Lord Elgin. L n addition, Lord Elgin's despatches and speeches of course help to explain his career. Book excerpt: In this full biography of Gopal Krishna Gokhale reassesses the Indian political scene during the last decades of the nineteenth century and the first decade of the twentieth. In focusing on the career of the preeminent leader of his time, B. R. Nanda surveys the Indian Nationalist movement during the years 1885-1915 and especially the developments within the Indian National Congress. The author's clear account of Indo-British relations spans the administrations of Lords Curzon, Minto, and Hardinge. Through vignettes of eminent Indian contemporaries, insights into attitudes of officials, and vividly described popular reactions to British policies, he captures the spirit of India's political life at the turn of the century. B. R. Nanda interweaves his discussion of Gokhale's ideas and actions with analysis of major events of the day. He considers the ferment in Maharashtra, the social reform movement, the conflict between Moderates and Extremists in the Indian National Congress, the crisis in the Punjab in 1907, and many other important topics. His book gives rare glimpses of two great friends of India, A. O. Hume and William Wedderburn. Materials from Indian as well as British sources illuminate the pre-Gandhian phase of the conflict between British imperialism and Indian nationalism. Originally published in 1977.
