Our estimate was our receipts, or there has been an excess of receipts over the estimate of In 1884, Mr. Speaker, the first year I assumed the duties of financial o Icer of the Government, I undertook to meet the cry that our Crown Lands revenue was gradually diminishing, and that we should soon be brought face to face with direct taxation. At that time I gave figures for eleven years, shewing what the actual revenue from Crown Lands had been, and I shewed that the receipts for the year previous (1883) had been or only a few dollars less than the average for the eleven years, and I proved from the figures then given that our revenue was not diminishing, and that we might reasonably look forward to an equal permanent revenue from that source. Now the average for those eleven years was It might be interesting, Mr. Speaker, to continue that table, and bring these figures down to the present time, and see what the receipts from Crown Lands have been since that time. Book excerpt: This is the Final Report of Canada's Truth and Reconciliation Commission and its six-year investigation of the residential school system for Aboriginal youth and the legacy of these schools. This report, the summary volume, includes the history of residential schools, the legacy of that school system, and the full text of the Commission's 94 recommendations for action to address that legacy. This report lays bare a part of Canada's history that until recently was little-known to most non-Aboriginal Canadians. The Commission discusses the logic of the colonization of Canada's territories, and why and how policy and practice developed to end the existence of distinct societies of Aboriginal peoples. Using brief excerpts from the powerful testimony heard from Survivors, this report documents the residential school system which forced children into institutions where they were forbidden to speak their language, required to discard their clothing in favour of institutional wear, given inadequate food, housed in inferior and fire-prone buildings, required to work when they should have been studying, and subjected to emotional, psychological and often physical abuse. In this setting, cruel punishments were all too common, as was sexual abuse. More than 30,000 Survivors have been compensated financially by the Government of Canada for their experiences in residential schools, but the legacy of this experience is ongoing today. This report explains the links to high rates of Aboriginal children being taken from their families, abuse of drugs and alcohol, and high rates of suicide. The report documents the drastic decline in the presence of Aboriginal languages, even as Survivors and others work to maintain their distinctive cultures, traditions, and governance. The report offers 94 calls to action on the part of governments, churches, public institutions and non-Aboriginal Canadians as a path to meaningful reconciliation of Canada today with Aboriginal citizens. Even though the historical experience of residential schools constituted an act of cultural genocide by Canadian government authorities, the United Nation's declaration of the rights of aboriginal peoples and the specific recommendations of the Commission offer a path to move from apology for these events to true reconciliation that can be embraced by all Canadians.

Although this conception has been challenged in recent years, it has not been completely dispelled. In Colour-Coded, Constance Backhouse illustrates the tenacious hold that white supremacy had on our legal system in the first half of this century, and underscores the damaging legacy of inequality that continues today. Backhouse presents detailed narratives of six court cases, each giving evidence of blatant racism created and enforced through law. The cases focus on Aboriginal, Inuit, Chinese-Canadian, and African-Canadian individuals, taking us from the criminal prosecution of traditional Aboriginal dance to the trial of members of the 'Ku Klux Klan of Kanada.' From thousands of possibilities, Backhouse has selected studies that constitute central moments in the legal history of race in Canada. Her selection also considers a wide range of legal forums, including administrative rulings by municipal councils, criminal trials before police magistrates, and criminal and civil cases heard by the highest courts in the provinces and by the Supreme Court of Canada. The extensive and detailed documentation presented here leaves no doubt that the Canadian legal system played a dominant role in creating and preserving racial discrimination. Member for East Grey started this Session under the impres sion that the matter as to the surplus was still in doubt. I desire to re move that doubt, and then I expect to find the utmost cordiality be tween him and me for the rest of the Session. (hear, hear.) I propose on this and all other occasions, in connection with any duty I may have to discharge, to give hon. Members the fullest opportunity of being thoroughly informed in reference to our financial affairs. (hear, hear.) The statements made during the political campaign, that in my position as Treasurer I had endeavoured to stifle investigation, were entirely untrue. (cheers) I state in this House, as I have stated to my friends in South Oxford, that all these allegations were untrue, and had place only in the imagination of my hon. Friend the member for East Grey. (cheers) The Government has invested, as I have mentioned, 01, and the amount on special deposits in the banks on 31st December, 1874, was 69, making a total of 70. The difference between this sum and is explained by adding special payments not included in my previous statement as expenditures, viz.: Railway Fund, 1872, Railway Fund, 1873, Drainage debentures, 22 making an aggregate of 22. This added to 70, gives 92, which deducted from leaves a balance of 08 to be accounted for. But if the Public Accounts Of 1874 are referred to, it will be found that the exact cash balance on current account in the Bank to the credit of the Province on 1st January, 1875 was that sum, and my statement thus proves itself.
