Book excerpt: Excerpt from Speech of Mr. Plumer, of New-Hampshire, on the Missouri Question, Delivered in the House of Representatives of the United States, February 21, 1820 The first of these conditions is, that the new state shall consist of a certain extent of territory, different from that proposed in their memorial, and different from that embraced within their present limits, and in both these respects differing from their request: the second is, that their constitution shall be republican: and the third, which is the object of the present amendment, that they shall prevent the further introduction of slaves, and that the offspring of those already there shall be free - These three conditions are made indispensable to their becoming, at this time, a member of the federal Union. Other terms are also proposed; but these are offered only as the price of certain other stipulations, into which it is desired that Missouri should enter. They are, by the same act, authorized to call a convention, to determine whether it is expedient for them, at this time, and upon these conditions, to become a member of the union. If so, they are permitted to form a constitution, and are to be received without delay into our confederacy. This act, then, is simply an answer to the request of Missouri; and, without her consent and acceptance, it can have no binding force or effect on either party. If, when met in convention, her delegates should deem it inexpedient to accept our terms, there is an end at once of our act, & of all the measures growing out of it. Either party may propose new terms, or both remain in their present condition. We do not, therefore, as has been so often asserted in this debate, undertake to form a constitution for the people of Missouri; we do not impose upon them terms and conditions, which are to bind them without their consent; nor do we, by this act, say that Missouri shall never be admitted, if she does not accept our present offers. Book excerpt: Excerpt from Mr. Scott's Speech on the Missouri Question, in the House of Representatives of the United States Mr. Scott said - it had been erroneously stated, that Misscui demanded that which she ought more modestly to sue for as a matter of special grace and favour. In the remarks which he should now have the honour to submit on the subject, he did not wish to be again misunderstood by the honourable gentleman from New-York, (Mr. Taylor.) or any other quarter. Mr. Scott did not sound the tocsin of alarm - he did not heat up for volunteers in rebellion against the constituted authorities of his country - but he should degrade, counteract, and even misrepresent, the wishes of the people of Missouri, was he to press their claim for admission into the Union, by obsequious supplications, and prayers suited alone to the taste and palates of sycophants, or of tyrants. Sir, said Mr. Scott, Missouri asks, in the true American character of moderation and firmness, your assistance to organize her State Government, as preparatory to her admission into the Union. She did not sink herself beneath notice, by an affectation of inferiority, meekness, dependence, and submission, which she did not feel, nor did she by any rash declarations, or warlike attitudes, authorize the ungenerous insinuations, that there was in that people a moral unfitness for self-government. There had been no exhibition of such a spirit of boisterous domination, as ought to induce you to shun their company, or to avoid associating with them as a member of the federal family. Missouri presented herself with the Constitution of the United States in one hand, and the treaty of cession in the other, and asked admission into the Union. She exhibited as preliminaries, a long apprenticeship under the guardianship of your laws; a moral capacity and fitness in the people for self-government; a devoted attachment to the Constitution and laws of the land; a firm and fixed republican character; and numbers sufficient to entitle her to two representatives. Book excerpt: As the size of the United States more than doubled during the first half of the nineteenth century, a powerful current of anxiety ran alongside the well-documented optimism about national expansion. Heartless Immensity tells the story of how Americans made sense of their country’s constantly fluctuating borders and its annexation of vast new territories. Anne Baker looks at a variety of sources, including letters, speeches, newspaper editorials, schoolbooks, as well as visual and literary works of art. These cultural artifacts suggest that the country’s anxiety was fueled primarily by two concerns: fears about the size of the nation as a threat to democracy, and about the incorporation of nonwhite, non-Protestant regions. These fears had a consistent and influential presence until after the Civil War, functioning as vital catalysts for the explosion of literary creativity known as the “American Renaissance,” including the work of Melville, Thoreau, and Fuller, among others. Building on extensive archival research as well as insights from cultural geographers and theorists of nationhood, Heartless Immensity demonstrates that national expansion had a far more complicated, multifaceted impact on antebellum American culture than has previously been recognized. Baker shows that Americans developed a variety of linguistic strategies for imagining the form of the United States and its position in relation to other geopolitical entities. Comparisons to European empires, biblical allusions, body politic metaphors, and metaphors derived from science all reflected—and often attempted to assuage—fears that the nation was becoming either monstrously large or else misshapen in ways that threatened cherished beliefs and national self-images. Heartless Immensity argues that, in order to understand the nation’s shift from republic to empire and to understand American culture in a global context, it is first necessary to pay close attention to the processes by which the physical entity known as the United States came into being. This impressively thorough study will make a valuable contribution to the fields of American studies and literary studies.
