Douglas, of Illinois, on the State of the Union: Delivered in the Senate, January 3, 1861 Mr. Douglas said: Mr. President: No act of my public life has ever caused me so much regret as the necessity of voting in the special committee of thirteen for the resolution reporting to the Senate our inability to agree upon any general plan of adjustment, which would restore peace to the country and insure the integrity of the Union. If we wish to understand the real causes which have produced such wide-spread and deep-seated discontent in the slaveholding States, we must go back beyond the recent presidential election, and trace the origin and history of the slavery agitation from the period when it first became an active element in Federal politics. Without fatiguing the Senate with tedious details, I may be permitted to assume, without the fear of successful contradiction, that whenever the Federal Government has attempted to decide and control the slavery question in the newly acquired Territories, regardless of the wishes of the inhabitants, alienation of feeling, sectional strife, and discord have ensued; and whenever Congress has refrained from such interference, harmony and fraternal feeling have been restored. The whole volume of our nation's history may be confidently appealed to in support of this proposition. The most memorable instances are the fearful sectional controversies which brought the Union to the verge of disruption in 1820, and again in 1850. It was the territorial question in each case which presented the chief points of difficulty, because it involved the irritating question of the relative political power of the two sections. All the other questions, which entered into and served to increase the slavery agitation, were deemed of secondary importance, and dwindled into insignificance so soon as the territorial question was definitely settled. From the period of the organization of the Federal Government, under the Constitution, in 1789, down to 1820, all the territorial governments had been organized upon the basis of non-interference by Congress with the domestic institutions of the people. During that period several new Territories were organized, including Tennessee, Louisiana, Missouri, Mississippi, and Alabama. In no one of these Territories did Congress attempt to interfere with the question of slavery, either to introduce or exclude, protect or prohibit it. During the whole of this period there was peace and good-will between the people of all parts of the Union so far as the question of slavery was concerned. Powell It is to be feared that the effort we have made to depict the character and public services of the Hon. Lazarus W. Powell will be regarded, by many of our readers, more as a eulogy than a biography. Every written memoir of a truly good man must necessarily partake of this character. Had there been anything in his private life or in his public career worthy of general condemnation, or even of severe censure, we cannot suppose that the duty we have endeavored to perform would ever have been imposed upon us by the General Assembly. The maxim, de mortuis nil nisi bonum, is always applicable where there are living representatives of one's blood and name to be affected by the condemnation of the dead. The fact, therefore, that the representatives of his own people, so soon after his death, have directed his biography to be written, is evidence of the purity of his record - of the high estimation in which he was held by their entire constituencies. It is a singular circumstance, in connection with our search after details concerning the private life of Governor Powell, that our inquiries, with rare exceptions, have met with only general answers. "He was a most genial gentleman," is the usual reply that we have received from men of all parties and all creeds, at home and abroad. One writes: "He was always true to his principles and to his friends, and he was ever ready to forgive those who had done him injury." John a McClernand, of Illinois, on the State of the Union: Delivered in the House of Representatives, January 14, 1861 Mr. Chairman: When an impending danger can be no longer stayed or averted, is it not the part of wisdom and duty to meet, and, if possible, overcome it? Such, I think, is a sound can on of statesmanship. Acting on this belief, I propose rather briefly to deal with the question of secession now actually upon us. First, I deny the constitutional right of any State to secede from the Union; second, I deprecate the exercise of any such assumed right as a measure of revolution, which, in the present case, must embroil the country in a sanguinary and wasting civil war. Starting with these postulates, I proceed with the effort to make them good. Our fathers, just emerged from colonial thraldom, and jealous of consolidated political power, when they come to frame the Articles of Confederation, adopted in 1778, run into the opposite extreme of dispersed and divided power. They formed an alliance, or at most a league, of sovereign Stales, under what might be called a treaty between independent Governments. In the language of one of the articles, they entered into "a firm league of friendship with each other for the common defense;" no more. Hence the Government, or Congress of the Confederation, was wholly destitute of any essential faculty of sovereignty. It had neither the right to prescribe a rule of action for its constituent body, nor the power to enforce one. It was without legislative, executive, or judicial authority. It could only advise, recommend, and entreat; and even the right to do that was closely circumscribed. Founded upon a league of sovereign and independent States, its exhibitions of authority were addressed to States whose interpretations of their Federal obligations might or might not bind them to compliance. It acted not upon individuals, nor had the right to do so; but, without coherence, without unity of principle or of action, without the power to preserve itself or to conserve the interests of its authors, like the Amphyctionic Council, the Achaen League, the Helvetic, the Germanic, and the Belgic Confederacies; like all more national federations, it fell into pieces in consequence of its own weight, of its own inherent weakness and want of vitality. The evils of this system disclosed themselves in two most striking forms: one in the domestic relations of the States; the other in their relations with foreign Governments. In regard to the former, we learn that the period elapsing between the treaty of peace with the mother country and the organization of the present Government, was one marked by angry controversies and rivalries. The conflicting views of the several States in regard to their commercial, agricultural, and manufacturing interests often prompted them to unfriendly measures, not unfrequently in the form of legislative reprisals, having the effect not only to cripple their internal trade, but their foreign commerce; and incessantly to threaten them with the horrors of civil war. Foreign nations were encouraged to take advantage of this state of things. They imposed upon our foreign navigation and commerce just such restrictions as they deemed most conducive to their own interests. They excluded our ship-pingfrom the benefits of their own commerce, while they daringly and lawlessly strove to monopolize the benefits of ours.
