Horace Mann, of Massachusetts: On the Institution of Slavery Now, there are two or three general observa tions on this impressive spectacle, which I wish to make. In the first place, all the leading candidates of both Conventions were Northern men. Would not the historian have signalized the event as something most extraordinary, if fifteen Southern champions of slavery, born and bred in its midst, whose very growth, bodily and mental, had been only the accretion of pro-slavery particles and ideas, and who were committed to the institution by a life-long se ries of acts, had suddenly gone over to North-4 ern free-soilers, and offered to stand upon their platform to obtain their votes? Would it have at all diminished the marvel, if these fifteen Southern applicants for Northern sup port, with all the followers whom lust of power or of money could enlist, had gone through all the South, vociferat'ing that, unless they should adopt the F rce Soil platform, the Union would be dissolved? Ithink such a chapter in his tory would never cease to create amazement and wonder. Is it not infinitely more wonder ful, in this age of the world, that Northern men should do for slavery what we could never expect, at one time, so many Southern men to do even for freedom? All this is done now, and it has been done for fifty years, - ever since the seat of the National Government was established in this place, and ever since Congress, in accordance with the Constitution, has exercised exclusive legislation over it. But the gentleman from Indiana, though accustomed to visit this District from his boyhood, has never seen a negro sold here he has never seen a band of negroes taken off by the slave trader, he 7' does not remember to have seen the slave trader himself; he knows nothing of the slave pen that is so much talked about. Sir, the eye sees, not less from the inner than from the outer light. The eye sees what the mind is disposed to recognize. The image upon the retina is nothing, if there be not an inward sense to discern it. The artist sees beauty; the philosopher sees relations of cause and effect the bene volent man catches the slightest tone of sorrow; but the ia sensate heart can wade through tears and see no weeping, and can live amidst groans of anguish, and the air will be a non conductor of the sound. I know a true anecdote of an Ame rican gentleman who walked through the streets of London with a British nobleman and being beset at every step of the way by squalid mendicants, the American, at the end of the excursion, adverted to their having run a gauntlet between beggars.
