I am emboldened to do so because the closing portion of your speech testifies to a desire for peace and amity with England, and because I cannot think that a man of your vast political experience and earnestness of purpose can wilfully widen the breach that already exists between the two nations. I will not attempt to go into a nice disquisition on international law enough has already been written on that score, and the public mind in both countries has been confused rather than enlightened by the wearisome subtleties of lawyers.
