Book Routledge Handbook of South South Relations

Download or read book Routledge Handbook of South South Relations written by Elena Fiddian-Qasmiyeh and published by Routledge. This book was released on 2018-12-18 with total page 448 pages. Available in PDF, EPUB and Kindle. Book excerpt: South-South cooperation is becoming ever more important to states, policy-makers and academics. Many Northern states, international agencies and NGOs are promoting South-South partnerships as a means of ‘sharing the burden’ in funding and undertaking development, assistance and protection activities, often in response to increased political and financial pressures on their own aid budgets. However, the mainstreaming of Southern-led initiatives by UN agencies and Northern states is paradoxical in many ways, especially because the development of a South-South cooperation paradigm was originally conceptualised as a necessary way to overcome the exploitative nature of North-South relations in the era of decolonisation. This handbook critically explores diverse ways of defining ‘the South’ and of conceptualising and engaging with ‘South-South relations.’ Through 30 state-of-the-art reviews of key academic and policy debates, the handbook evaluates past, present and future opportunities and challenges of South-South cooperation, and lays out research agendas for the next 5-10 years. The book covers key models of cooperation (including internationalism, Pan-Arabism and Pan-Africanism), diverse modes of South-South connection, exchange and support (including South-South aid, transnational activism, and migration), and responses to displacement, violence and conflict (including Southern-led humanitarianism, peace-building and conflict resolution). In so doing, the handbook reflects on decolonial, postcolonial and anticolonial theories and methodologies, exploring urgent questions regarding the nature and implications of conducting research in and about the global South, and of applying a ‘Southern lens’ to a wide range of encounters, processes and dynamics across the global South and global North alike. This handbook will be of great interest to scholars and post-graduate students in anthropology, area studies, cultural studies, development studies, history, geography, international relations, politics, postcolonial studies and sociology.

Download or read book Bombs without Boots written by Anthony M. Schinella and published by Brookings Institution Press. This book was released on 2019-02-19 with total page 393 pages. Available in PDF, EPUB and Kindle. Book excerpt: Airpower can achieve military objectives—sometimes, in some circumstances It sounds simple: using airpower to intervene militarily in conflicts, thus minimizing the deaths of soldiers and civilians while achieving both tactical and strategic objectives. In reality, airpower alone sometimes does win battles, but the costs can be high and the long-term consequences may fall short of what decision-makers had in mind. This book by a long-time U.S. intelligence analyst assesses the military operations and post-conflict outcomes in five cases since the mid-1990s in which the United States and/or its allies used airpower to “solve” military problems: Bosnia in 1995, Kosovo in 1999, Afghanistan in 2001, Lebanon in 2006, and Libya in 2011. In each of these cases, airpower helped achieve the immediate objective, but the long-term outcomes often diverged significantly from the original intent of policymakers. The author concludes that airpower sometimes can be effective when used to support indigenous ground forces, but decision-makers should carefully consider all the circumstances before sending planes, drones, or missiles aloft.

Book From Mercenaries to Market

Download or read book From Mercenaries to Market written by Simon Chesterman and published by OUP Oxford. This book was released on 2009 with total page 287 pages. Available in PDF, EPUB and Kindle. Book excerpt: Frequently characterised as either mercenaries in modern guise or the market's response to a security vacuum, private military companies are commercial firms offering military services ranging from combat and military training and advice to logistical support, and which play an increasingly important role in armed conflicts, UN peace operations, and providing security in unstable states.Executive Outcomes turned around an orphaned conflict in Sierra Leone in the mid-1990s; Military Professional Resources Incorporated (MPRI) was instrumental in shifting the balance of power in the Balkans, enabling the Croatian military to defeat Serb forces and clear the way for the Dayton negotiations; in Iraq, estimates of the number of private contractors on the ground are in the tens of thousands. As they assume more responsibilities in conflict and post-conflict settings, their growing significance raises fundamental questions about their nature, their role in different regions and contexts, and their regulation. From Mercenaries to Market examines these issues with a focus on governance, in particular the interaction between regulation and market forces. It analyses the current legal framework and the needs and possibilities for regulation in the years ahead. The book as a whole is organised around four sets of questions, which are reflected in the four parts of the book. Why and how is regulation of PMCs now a challenging issue? How have problems leading to a call for regulation manifested in different regions and contexts? What regulatory norms and institutions currently exist and how effective are they? What role has the market to play in regulation?
