Book excerpt: Today, the ubiquity of mobile devices and the ever-growing demand for mobile data (and wireless services more broadly) make radio spectrum an increasingly important public resource. According to industry estimates, mobile data demand is projected to grow by a cumulative annual growth rate of 26% in the United States, and by 2027, 5G penetration is projected to be at 90%. Concurrently, clearing spectrum from incumbents and granting a full set of property rights to new users (i.e., an exclusive license) is becoming more difficult - in essence, the low hanging fruits for reallocation have already been harvested. Although in the past exclusive licensing has been the cornerstone of terrestrial mobile networks and a key element in their success, in the current context, there may be instances when spectrum sharing will be an important tool for transferring spectrum from lower valued to higher valued uses. In this paper we investigate the 12.2 GHz - 12.7 GHz band and assess what the FCC must have believed the value of shared (non-terrestrial mobile) use to be.

Book excerpt: A hearing was held on Senate Bill 335, the Emerging Telecommunications Technologies Act of 1993, a bill that requires the federal government to transfer 200 megahertz of spectrum to the Federal Communications Commission (FCC) for new technologies. Integral to this measure, a bipartisan effort, is a provision that will allow the FCC to use competitive bidding on a trial basis to assign licenses for use of up to 30 megahertz of the spectrum. The shortage of available spectrum and the potential of new spectrum-based technologies are the catalysts for this bill. Opening statements were presented by Senators Burns, Gorton, Hollings, Inouye, and McCain. The following witnesses addressed the issues involved in the use of the spectrum and auctioning its use: (1) Robert S. Foosaner, of Fleet Call, Inc.; (2) Edward O. Fritts, of the National Association of Broadcasters; (3) Jay Kitchen, of the National Association of Business and Educational Radio; (4) Phillip C. Nelson, of the Rural Telephone Coalition; (5) Wayne Perry, of McCaw Cellular Communications, Inc.; and (6) Thomas P. Stanley, of the FCC. Book excerpt: Allocating radio-frequency spectrum is a challenging task because of competing commercial and government demands. In 2006, the Fed. Communications Comm. (FCC) auctioned spectrum licenses in the 1710-1755 MHz band that had previously been allocated for federal use. To meet the continued demand for commercial wireless services, the Nat. Telecommunications and Info. Admin. (NTIA) assessed the viability of reallocating the 1755-1850 MHz band to commercial use; this band is currently assigned to more than 20 federal users, including the Dept. of Defense (DOD). NTIA reported that it would cost $18 billion over 10 years to relocate most federal operations from the band, raising questions about whether relocating federal users is a sustainable approach. This report addresses (1) estimated and actual relocation costs, and revenue from the previously auctioned 1710-1755 MHz band; (2) the extent to which DOD followed best practices to prepare its preliminary cost estimate for vacating the 1755-1850 MHz band; and (3) existing government or industry forecasts for revenue from an auction of the 1755-1850 MHz band.
