The board is further requested to report the result of its investigation to the general court, with such recommendations as it may deem expedient, either in its annual report or separately, not later than the fifteenth day of January, nineteen hundred and thirteen. Book excerpt: Excerpt from First Annual Report of the Teachers' Retirement Board: For the Year Ending December 31, 1914 In June, 1913, the General Court, by the enactment of chapter 832 of the Acts of 1913, provided for the establishment, on the first day of July, 1914, of a retirement system for public school teachers employed in the cities and towns of Massa chuset'ts. The general principles upon which this retirement system was founded are the same as those of the retirement system for State employees established in 1912, but there are some changes in matters of detail. Members of the Teachers: Retirement Association by law contribute a certain per cent. Of their salaries to the retirement fund. The rate of assessment is to be fixed annually by the Teachers' Retirement Board, but cannot be less than 3 nor more than 7 per cent., subject to the provision that no annual assessment shall exceed $100 or be less than $35. For the' year beginning July 1, 1914, the Teachers' Retirement Board officially fixed the rate of assess ment at 5 per cent. Assessments are deducted by the school committees in monthly instalments, and forwarded by the town and city treasurers to the secretary of the Board. Ao cording to the provisions of the statute he transmits each month to the Treasurer of the Commonwealth the amounts received by him, and the latter invests the same in securities which are legal for sinking funds. The law provides that members of the association shall be credited on the last day of each year with interest at the rate of 3 per cent. Per annum on amounts contributed. Membership in the Retirement Association is a condition of employment font teachers who enter the service for the first time on or after the first day of July, 1914. Teachers in the public schools Whose service commenced before that date are eligible to membership by making voluntary application. Boston teachers (except those in State - aided industrial schools) are not eligible to membership in this State system, as the city of Boston has had a local teachers' pension system for a number of years. Members of the association may retire at the age of sixty years and must retire at the age of seventy years. At the time of retirement a member's own contributions with interest are used to purchase him an annuity, according to life insurance tables adopted by the Retirement Board. The Commonwealth by law grants a pension equal to the annuity; thus in the cases of new teachers one - half of the retiring allowance is derived from the teacher's own contributions and one-half from: the State treasury. Realizing that many teachers who were in service prior to July, 1914, would not be able to make very many contributions before reaching the retirement age, the Legislature provided that in the case of teachers in service at the time of the establishment of the system, who before retire ment shall have served fifteen years or more in this State, at least five of which must immediately precede retirement, an additional pension will be granted from the State treasury, the amount of the same to depend upon the number of years of service in Massachusetts. Book excerpt: Excerpt from Pensions for Public School Teachers: A Report for the Committee on Salaries, Pensions, and Tenure, of the National Education Association The National Education Association's Committee on Salaries, Tenure, and Pensions, appointed in 1911, has published, independently or in cooperation with the United States Bureau of Education, reports on "Teachers' Salaries and Cost of Living" (January, 1918), "The Tangible Rewards of Teaching" (Bulletin 16, U. S. Bureau of Education, 1914), "Salaries of Teachers and School Officers" (Bulletin 81, U. S. Bureau of Education, 1915), and "State Pension Systems for Public School Teachers" (Bulletin 14, U. S. Bureau of Education, 1916). The Committee has also enlisted the cooperation of the Carnegie Foundation for the Advancement of Teaching which, in addition to its granting of pensions to university and college professors, has conducted, for a dozen years, comprehensive studies of pensions for teachers, wherever such systems exist. The President of the Foundation, Dr. Henry S. Pritchett, placed at the disposal of the Committee all of this material, together with the services of the Secretary of the Foundation, Dr. Clyde Furst, and his colleague, Dr. I. L. Kandel. These gentlemen have met in extensive conference with the Committee and invited representatives from each state at the meetings of the National Education Association and its Department of Superintendence, at Detroit and New York in 1916, and Atlantic City and Pittsburgh in 1918. The reports which they prepared for these meetings, the meeting at Kansas City in 1917, and the meeting of the National Council of Education at New York in 1916, have been printed in the Tenth, Eleventh, and Twelfth Annual Reports of the Carnegie Foundation, which have been sent, without charge, to all teachers who requested them. Book excerpt: Excerpt from Teachers' Pension Systems in the United States: A Critical and Descriptive Study In 1906, the state of Massachusetts appointed a commis sion, with Mr. Magnus W. Alexander as chairman, to study the general problem Of old age pensions, annuities and iusuf ance. Incidentally, the commission touched upon the prob lem of pensions in the public service and published in 1910 a report which stimulated a good deal of sound thought in the country. Beginning in 1910, Mr. Herbert D. Brown pre pared a series of reports, all of which have been published by the national government, dealing with the civil service retire ment system of Great Britain, New Zealand and New South Wales, Australia, and the problem of establishing a retire ment system by the national government for its employees. The New York Bureau of Municipal Research became inter ested in the pension problem soon after its establishment. It made a thorough actuarial investigation of the New York City Police Pension Fund - the first actuarial investigation of a civil service pension fund in this country - and prepared a report, which resulted in the establishment in New York City of a commission to investigate all the nine pension funds, including the teachers' fund, in Operation in New York City and led to similar actuarial investigations of funds in other cities. The sound pension thought which emanated from these three active centers, Washington, New York City and Boston, spread over the entire country and affected the teach ers' pension movement. The first to consider the establishment of a sound pension system for teachers was the state of Massachusetts. The state board of education was directed in 1911 to investigate the establishment of a state-wide retirement system for teach ers and to submit its recommendations before January, 1913. The investigation, aided by Mr. C. A. Prosser and Mr. W. I. Hamilton, resulted in the establishment in 1913 of the first scientifically constructed teachers' retirement system in this country. (1) The expense fund shall consist of such amounts as shall be appro priated by the general assembly from year to year on, estimates submitted by the retirement board to defray the expenses of the administration of this chapter, exclusive of the payment of retire ment allowances. (2) The annuity fund shall consist of assess ments paid by members Of the retirement association, and in terest derived from investments of the annuity fund. Each member of the retirement association shall pay into'the annuity fund in the manner provided in section eight, five per centum of his annual salary; provided when the. Total'sum of asssessments on the salary of any member at the rate of five per centum would amount to more than one hundred dollars or less than twenty five dollars for any school year such member, shall in lieu of assessments at the regular rate, be assessed one hundred dollars a year or twenty five dollars a year, as the case may be, payable in equal installments to be assessed for the number of months during which the schools of the community in which such mem ber is employed are commonly in session. Any member of the retirement association who shall for thirty years have paid reg ular assessments to the annuity fund as herein provided, shall be exempt from further assessments but such member may there after if he so elects, continue to pay his assessments to the fund. NO member so electing shall pay further assessments after the total sum Of assessments paid by him shall at any time have amounted with regular interest, to a sum sufficient to purchase an annuity of five hundred dollars at age sixty; and interest thereafter accumulating shall be paid to the member at the time of his retiremant. (3) The pension fund shall consist Of such amounts as shall be appropriated by the general assembly from time to time on estimates submitted by the retirement board, for the purpose of paying the pensions provided for in this chapter.
