Book excerpt: The great dilemma of democracy revolves around the state. Historically, the state has played a crucial role as enforcer of liberal democratic constitutions, but it has also been used by autocratic rulers to entrench their rule. The state is thus a two-edged sword: It can both be the guarantee of democratic rights and a tool that can be used to suppress such rights. One corollary of this is that the influence of state structures on democratic development depends on who holds government power. But the opposite observation can also be made, as governments play an important role in shaping the state apparatus. The state and the regime are thus intertwined. Against this backdrop, this book presents a series of attempts – authored by influential experts such as Francis Fukuyama and Gerardo Munck – to disentangle the relationship between the state and political regimes. The contributions differ in terms of their particular theoretical and empirical focus. But they share the assumption that three criteria need to be observed to achieve a better understanding of the state-democracy nexus. First, it is valuable to distinguish conceptually between different aspects of the state. Second, the potential relationships between democracy and these attributes of state should be carefully theorized. Third, the consequent propositions must be interrogated using comparative approaches. This book was originally published as a special issue of Democratization.

Their impact on the democratic development of nations, however, has been mixed. On the one hand, coups against democratically elected leaders in Mali (2012), Egypt (2013), and Thailand (2014) have spelled doom for these countries’ nascent democratic regimes and have ushered in new periods of military dominance in politics. The cases of Portugal (1974), the Philippines (1986), and Tunisia (2011), on the other hand, show that the military’s decision not to defend authoritarian leaders against mass protests contributed crucially to the fall of dictatorships and facilitated transitions to democracy. This volume addresses the military’s ambivalent role as "midwife" or "gravedigger" of democracy and highlights the often multi-layered and complex relationship between militaries’ political behaviour and democratization. Bellin focuses on the pivotal role of social forces and particularly the reluctance of capital and labor to champion democratic transition, contrary to the expectations of political economists versed in earlier transitions. Bellin argues that the special conditions of late development, most notably the political paradoxes created by state sponsorship, fatally limit class commitment to democracy. In many developing countries, she contends, those who are empowered by capitalist industrialization become the allies of authoritarianism rather than the agents of democratic reform.Bellin generates her propositions from close study of a singular case of stalled democracy: Tunisia. Capital and labor's complicity in authoritarian relapse in that country poses a puzzle. The author's explanation of that case is made more general through comparison with the cases of other countries, including Mexico, Indonesia, South Korea, Turkey, and Egypt. Stalled Democracy also explores the transformative capacity of state-sponsored industrialization. By drawing on a range of real-world examples, Bellin illustrates the ability of developing countries to reconfigure state-society relations, redistribute power more evenly in society, and erode the peremptory power of the authoritarian state, even where democracy is stalled.

Book excerpt: The largely successful trajectory of participatory democracy in post-1988 Brazil is well documented, but much less is known about its origins in the 1970s and early 1980s. In Participatory Democracy in Brazil: Socioeconomic and Political Origins, J. Ricardo Tranjan recounts the creation of participatory democracy in Brazil. He positions the well-known Porto Alegre participatory budgeting at the end of three interrelated and partially overlapping processes: a series of incremental steps toward broader political participation taking place throughout the twentieth century; short-lived and only partially successful attempts to promote citizen participation in municipal administration in the 1970s; and setbacks restricting direct citizen participation in the 1980s. What emerges is a clearly delineated history of how socioeconomic contexts shaped Brazil’s first participatory administrations. Tranjan first examines Brazil’s long history of institutional exclusion of certain segments of the population and controlled inclusion of others, actions that fueled nationwide movements calling for direct citizen participation in the 1960s. He then presents three case studies of municipal administrations in the late 1970s and early 1980s that foreground the impact of socioeconomic factors in the emergence, design, and outcome of participatory initiatives. The contrast of these precursory experiences with the internationally known 1990s participatory models shows how participatory ideals and practices responded to the changing institutional context of the 1980s. The final part of his analysis places developments in participatory discourses and practices in the 1980s within the context of national-level political-institutional changes; in doing so, he helps bridge the gap between the local-level participatory democracy and democratization literatures.
