Book excerpt: Islands are intrinsic parts of the Indian Ocean Region’s physical geography and human landscape. Historically, many have played substantial roles in the regional cultural and economic networks, as well as in the regional political developments. Today, at least three issues bring these islands back to the forefront of the regional and global affairs, namely geopolitics and strategic matters, environmental conditions and challenges, as well as ocean affairs. However, there has not been yet a lot of research and publications on this phenomenon of islands’ growing significance in the specific context of the Indian Ocean Region. This book provides a rare attempt to cover various issues related to geopolitics, international relations, history, security, anthropology and ocean/environment of Indian Ocean islands and their societies. More specifically, it provides case studies on Sri Lanka (foreign policy), Cocos and Christmas Islands (geo-strategy), Chagos Archipelago (history), Mauritius (‘Indo-Mauritians’), Mauritius and Seychelles (maritime security), European Union and the Indian Ocean Islands (international relations), and Sundarban islands (environment and society). The chapters were originally published in a special issue of the Journal of the Indian Ocean Region.

More than eighty per cent of global seaborne trade in oil passes through the Ocean. Access to resources is under-regulated (fishing) or has yet to be conceived (deep sea bed mining) and security concerns such as piracy and the stability of strategically located states, are propelling countries to rethink naval capabilities and priorities. This applies to littoral countries as well as to extra-regional powers such as China, Japan, European countries and the United States, each of which is keenly interested in maintaining and securing open sea-lanes of communication. The revival in maritime concern is prompting new dynamics of competition and cooperation in a region that has historically been characterised by dense cultural, economic and political networks. The Indian Ocean is an extensive and expansive space where no one power has been able to hold sway. Hence, multilateralism and open regionalism are key contributors to stability, both in terms of military as well as commercial coordination. In this issue, scholars from Asia, Europe and the US examine institutions and examples of maritime governance within the Indian Ocean including security arrangements, evolving forms of alliance building and counter-balancing, policy planning and forecasting. The Indian Ocean region features many places particularly vulnerable to the effects of environmental degradation and climate change, which will have profound social, economic, and cultural impacts. The increasing preoccupation with the state of the environment is also having significant political effects, including on the concept and content of citizenship. The language of citizenship has permeated environmental discourse and, conversely, environmental issues are often articulated in the language of citizenship. This book explores environmental citizenship and civil society responses to environmental challenges in the Indian Ocean region. The articles provide practical insights to improve resilience and adaptation, as well as conceptual insights into the nature of environmental citizenship discourse and practice across this vast region, from Mauritius to Malaysia. The volume showcases the complex field of environmental citizenship through a wide range of approaches, and alongside closely related concepts, such as environmental governance, environmental education, environmental justice, and corporate social responsibility. In essence, the book provides a rich, diverse and multidimensional picture of environmental citizenship in the Indian Ocean region. In the next fifty years, the Indian Ocean Region will become very significant as a result of enormous demographic changes. What was the Ocean of the South is rapidly becoming the Ocean of the Centre, the Ocean of the Future. Curtin University, Western Australia, has a long and distinguished history of engagement with the Indian Ocean region and with Indian Ocean Studies, and its Australia-Asia-Pacific Institute of Curtin University continues to maintain a focus on the Indian Ocean -past, present and future. This book examines a number of themes emerging from its 2014 Conference entitled "Indian Ocean Futures", which attracted some of the best Indian Ocean region scholars. The conference connected humanities, social sciences and scientific disciplines; this book collects some of the preeminent works focused on geo-strategic, cultural, environmental security and human security themes. The book is also an important contribution to the building of academic diplomacy in the region – that is to say, it contributes to region-building by creating epistemic communities and networks between government, the private sector, and academia throughout the region. Through the pursuit of academic diplomacy, academics are capable of pursuing research goals which enhance governmental, business, and civil society objectives of the day. This book was previously published as a special issue of the Journal of the Indian Ocean Region.

Book excerpt: The Indian Ocean region is a large maritime-littoral space of geo-political, geo-economic and geo-strategic significance. It is characterized by globalization, maritime trade, extra regional naval presence, asymmetric actors and non-traditional security challenges arising from climate change and natural disasters. Significantly, economics and security has been the significant feature of transactions that have shaped the historical and contemporary discourse in the region. In its historical geo-economic construct, the Indian Ocean facilitated links among the ancient trading systems of the Mediterranean, Arabian Peninsula and the Asia. There is a strong element of continuity and in the 21st century trade and energy flows link the Indian Ocean region to the global economies of the Asia–Pacific, Europe and North and South America. In its geo-strategic construct the Indian Ocean region has been an arena for rivalry between the great powers and in contemporary times the region continues to be of strategic significance to the United States, European powers, China, India and Japan whose forces are forward deployed in support of strategic and economic interests. At the functional–operational level, several extra regional navies are deployed in the Indian Ocean in support of the war on terror and to counter piracy off Somalia. In essence, the Indian Ocean region emerges as an arena of competition and cooperation and it is in this context that this paper attempts to examine its strategic dynamics. It begins by mapping the Indian Ocean and highlights the significant physical characteristics of this body of water which shape the geo-political, geo-economic and geo-strategic discourse followed by a brief historical narrative that showcases the continuity in the importance of the Indian Ocean from ancient times into the 21st century. Given these realities, it is argued that extra regional powers have exhibited a strong penchant to steer the political–economic–strategic dynamics of the Indian Ocean. Despite the apprehension of regional countries of this extra regional reality, some have been supportive of their presence. At another level, the non-traditional threats and challenges confronted by the Indian Ocean littorals are examined and proposals offered for maritime multilateralism to be a tool for states to develop cooperative mechanism for building mutual trust and confidence.

The framework is then applied across empirical case studies from the Western Indian Ocean (WIO) region written by scholars from the Global South. The WIO region is a paradigmatic case to study maritime security and capacity building in action. Countries in the region face the full gamut of maritime security challenges, while their indigenous capacities to deal with these are often weak. In consequence, the region functions as an engine of innovation for maritime capacity building more widely. The lessons and best practices from the region have importance consequences for addressing maritime security across the globe.

Book excerpt: Pan-regional constructions in the Indian Ocean are of relatively recent origin, are contested and remain relatively weak at present. Sub-regional constructions, on the other hand, have tended to be more focussed, especially in terms of security, and have generally been more successful. The principal purpose of this volume is to critically evaluate the debates surrounding these issues and to elucidate some of the main strengths and weaknesses of regionalism at both scales. The discussion begins at the pan-regional scale with an evaluation of pan-regional contestation, followed up by a chapter on the main pan-regional grouping – Indian Ocean Region-Association for Regional Cooperation (IOR-ARC) – which was renamed Indian Ocean Rim Association (IORA) in 2013. Thereafter, key examples of sub-regional groupings – South Asia, ASEAN, SADC and GCC – are critically discussed in turn. Book excerpt: Unregulated or lesser regulated maritime spaces are ideal theatres of operation and mediums of transportation for terrorists, insurgents and pirates. For more than a decade, the Indian Ocean waters adjoining Somalia have been a particular locus of such activities, with pirates hijacking vessels, and Al Qaeda and Al Shabab elements travelling between Africa and the Arabian Peninsula, operating lucrative businesses and even staging deadly operations at sea. These operations and threats however, remain, by and large, understudied. Responses to the two threats have varied, highlighting the lack of cohesive regional and global institutions with the mandate and the capacity to address them. Those scholarly deliberations on Indian Ocean maritime security focus on piracy and armed robbery at sea, while their terrorist/insurgent counterparts have eluded sustained scrutiny. This volume will help close that gap by looking at both from the field in Somalia and Yemen, within broader frameworks of regional maritime security and port-state control, international maritime law and the ongoing search for maritime resources. The European, African and Middle Eastern case studies add salience to the regional and international complexity surrounding maritime security off the Horn of Africa.
