Book excerpt: This book confronts and discusses different conceptions of political representation with respect to their application to the system of multi-level governance in the European Union. Political representation is an essentially contested concept. Its meaning has evolved with the development of representative democracy at the level of the nation state, and normative theories of political representation often evolved as a reflection on developing practices rather than the other way around. Since the EU is not a conventional nation state, and since the effectiveness and legitimacy of classic notions of political representation at the level of the national state has also become a matter of dispute, the EU has become a playground for the development of alternative or additional conceptions of democracy. The contributions to this volume evaluate these alternative conceptions with regard to both their effectiveness and their legitimacy, and combine both conceptual and empirical analyses. This book was based on a special issue of Journal of European Public Policy.

Book excerpt: Despite a substantial legacy of literature on EU interest representation, there is no systematic analysis available on whether a European model of interest representation in EU governance is detectable across functional, and territorial, categories of actors. ‘Functional’ actors include associations for business interests, the professions, and trade unions, as well as ‘NGOs’ and social movements; territorial based entities include public actors (such as regional and local government), as well as actors primarily organised at territorial level. What are the similarities and differences between territorial, and functional, based entities, and are the similarities greater than the differences? Are the differences sufficient to justify the use of different analytical tools? Are the differences within these categories more significant than those across them? Is there a ‘professionalised European lobbying class’ across all actor types? Does national embeddedness make a difference? Which factors explain the success of actors to participate in European governance? This book was originally published as special issue of Journal of European Integration.

The contributors empirically map the diversity of these three core components of politicisation across countries, time and arenas. The chapters develop novel insights into the causes and consequence of this differentiated politicisation of European governance. Going beyond the current literature, the contributions disaggregate and examine politicisation processes among different sets of actors and on different objects using quantitative and qualitative methods leading to a differentiated picture of politicisation patterns across EU-member states and non-member states, such as Switzerland. Governments must be able to respond to what people want and people must be able to react to what governments do. These mechanisms of democratic governance have contributed to two research traditions: one, the responsible party approach, views policy change as a consequence of ‘electoral turnover’; and the other, the dynamic representation approach, views policy change as occurring in ‘rational anticipation’ of electoral repercussions. The aim of this book is to evaluate the state of political representation in contemporary Europe in the light of these two approaches. The chapters present fresh insight into issue congruence between voters and parties and into the extent of dynamic representation. The chapters are logically clustered into three groups: one group of scholars base their work on the ‘responsible party model’ and apply it to voters and European parties and party groups; a second group of scholars demonstrate the importance of institutional structures on the degree of issue congruence; and a third group of scholars examine the reciprocal nature of dynamic representation and the effects of institutions on the opinion-policy connection. Book excerpt: After the participative and deliberative turns in both democratic theory and EU studies, we are currently witnessing a ‘representative turn’ to which this volume contributes by addressing the relation between representation and democracy in the EU. Although in the Lisbon Treaty the EU conceives itself as a representative democracy, the meaning of this concept in a supranational polity is far from clear – either in theory or practice. Instead, the historically contingent link between representation and democracy is today severely challenged by various processes of diversification at all levels of political action (national, regional, supranational). These processes challenge our understanding of representative democracy as involving electoral democracy within clearly delineated nation-states, provoking a situation in which ‘new frontiers’ of representation develop. Consequently, it becomes increasingly difficult to provide normative standards as well as accurate assessments of democratic representation in the EU. This volume addresses these core challenges of representative democracy in the EU from normative, theoretical and methodological perspectives. They help to aggregate and communicate policy preferences, link decision-making between different legislative bodies and hold politicians accountable. In the European Union, however, the electoral connection is weak. This casts doubt on the impact of partisan politics at the European level. Are political parties able to fulfil their role as ‘transmission belts’ ensuring political accountability and consistent decision-making in the European Union? To answer this question we look at the micro foundations of partisan politics in the European Union. The contributions in this volume all depart from a common theoretical framework but use a wide range of empirical data and research designs, covering qualitative process-tracing, elite interview and large-N quantitative analysis. Moreover, they examine party effects in the electoral and legislative arena. Finally, the volume covers all European institutions: the Commission, the Council of the European Union, the European Council and the European Parliament.
