With the assistance of primary documentation this book traces the difficult path of these two states to becoming independent liberal democracies by using the pathway of democratization through decolonization. Using socio-economic and political data, analysed through the microscope of political science and international relations theories, Isabelle Calleja Ragonesi charts the progress of the two islands in the context of a number of four distinct phases. Firstly decolonization, independence and achieving the status of procedural democracies; secondly post-colonial independence consolidating democracy and regime breakdown; thirdly sovereign nation-state status and second attempts at consolidating democracy and finally attempting to reach substantive democracy status and EU membership. The study of these two states is contextualized within the context of democratization in Southern Europe and the cases of Malta and Cyprus provide new insights on the region for scholars of political science and international institutions.

Book excerpt: The Oxford Handbook of Local and Regional Democracy in Europe analyses the state of play of democracy at the subnational level in the 27 member states of the EU plus Norway and Switzerland. It places subnational democracy in the context of the distinctive Anglo, the French, the German and Scandinavian state traditions in Europe asking to what extent these are still relevant today. The Handbook adapts Lijphart's theory of democracy and applies it to the subnational levels in all the country chapters. A key theoretical issue is whether subnational (regional and local) democracy is derived from national democracy or whether it is legitimate in its own right. Besides these theoretical concerns it focuses on the practice of democracy: the roles of political parties and interest groups and also how subnational political institutions relate to the ordinary citizen. This can take the form of local referendums or other mechanisms of participation. The Handbook reveals a wide variety of practices across Europe in this regard. Local financial systems also reveal a great variety. Finally, each chapter examines the challenges facing subnational democracy but also the opportunities available to them to enhance their democratic systems. Among the challenges identified are: Europeanization, globalization, but also citizens disaffection and switch-off from politics. Some countries have confronted these challenges more successfully than others but all countries face them. An important aspect of the Handbook is the inclusion of all the countries of East and Central Europe plus Cyprus and Malta, who joined the EU in 2004 and 2007. This is the first time they have been examined alongside the countries of Western Europe from the angle of subnational democracy.

By initiating national court proceedings active citizens are promoting fundamental European rights in Member States' practices. As party members they contribute to shaping mass media communication about, and national publics' understanding of, European political alternatives. As civil society activists citizens help build social networks for contesting certain EU reforms or advocating others. Last but not least, as voters in national and European elections they choose between competing party visions, and national parliamentary stances regarding the role of democratic citizenship. This original contribution to the debate about democratic citizenship vis-à-vis the challenges of economic globalization and European political integration presents critical explorations of different fields of direct, representative, participatory and deliberative democratic citizenship practices that affect the transformation of Europe.

The 2014 European Parliament elections took place at a crucial time for Europe and Southern European societies more generally. This book analyses the Euroelections in Southern Europe, asking whether these followed the usual pattern of low-stimulus contests or whether the crisis context raised the bar. Country chapters on Italy, Greece, Spain, Portugal, Cyprus and Malta investigate the background of the elections, the electoral campaign and the rise of Euroscepticism. The linkage between governments’ economic performance, the Europhile or Eurosceptic stances of political parties, and their electoral performance are at the core of the analysis in each chapter. The findings reveal that the political and electoral consequences of the economic crisis have not fundamentally challenged the second-order character of the 2014 European Parliament elections in Southern Europe.
