Book excerpt: This book offers a comparative lens on the contested relationship between two leading conflict resolution norms: ethnopolitical power-sharing pacts and the women, peace and security (WPS) agenda. Championed by national governments and international organizations over the last two decades, power-sharing and feminist scholars and practitioners tend to view them as opposing norms. Critics charge that power-sharing scholars cast gender as an inconsequential political identity that does not motivate people like ethnonationalism. From a feminist perspective, such thinking serves the interests of ethnicized elites while excluding women and other marginalized communities from key sites of political power. This edited volume takes a different tack: while recognizing the gender gaps that still exist in power-sharing theory and practice, contributors also emphasize the constructive engagements that can be built between ethnopolitical power-sharing and gender inclusion. Three main themes are highlighted: The ‘gender silences’ of existing power-sharing arrangements The impact of gender activism and advocacy on the negotiation and implementation of power-sharing pacts in divided societies The opportunities for linkages between power-sharing and the women, peace and security agenda. The chapters in this book were originally published as a special issue of the journal Nationalism and Ethnic Politics.

Book excerpt: Power-sharing is an important political strategy for managing protracted conflicts and it can also facilitate the democratic accommodation of difference. Despite these benefits, it has been much criticised, with claims that it is unable to produce peace and stability, is ineffective and inefficient, and obstructs other peacebuilding values, including gender equality. This edited collection aims to enhance our understanding of the utility of power-sharing in deeply divided places by subjecting power-sharing theory and practice to empirical and normative analysis and critique. Its overarching questions are: Do power-sharing arrangements enhance stability, peace and cooperation in divided societies? Do they do so in ways that promote effective governance? Do they do so in ways that promote justice, fairness and democracy? Utilising a broad range of global empirical case studies, it provides a space for dialogue between leading and emerging scholars on the normative questions surrounding power-sharing. Distinctively, it asks proponents of power-sharing to think critically about its weaknesses. This text will be of interest to students, scholars and practitioners of power-sharing, ethnic politics, democracy and democratization, peacebuilding, comparative constitutional design, and more broadly Comparative Politics, International Relations and Constitutional and Comparative Law.

Since the adoption of the first resolution in 2000, resolution 1325, there have been nine others, each of which elaborates or extends aspects of the original resolution. This book provides a forward-looking collection of scholarship on the WPS agenda in two halves. The first half of the book presents a series of essays that each provide a glimpse of the rich and insightful research on WPS being undertaken in and about different contexts, to demonstrate the importance of centring the "local" as a site of knowledge production in the WPS agenda. The essays presented in the second half of the book also engage questions of knowledge production, documenting the exploratory methods in use in WPS scholarship, and highlighting those topics engaged at the hinterlands of what is a broad field – topics that gesture at the future of research in this area. Book excerpt: This book provides a critical assessment of the impact of UN Resolution 1325 by examining the effect of peacebuilding missions on increasing gender equality within conflict-affected countries. UN Resolution 1325 was adopted in October 2000, and was the first time that the security concerns of women in situations of armed conflict and their role in peacebuilding was placed on the agenda of the UN Security Council. It was an important step forward in terms of bringing women’s rights and gender equality to bear in the UN’s peace and security agenda. More than a decade after the adoption of this Resolution, its practical reality is yet to be substantially felt on the ground in the very societies and regions where women remain disproportionately affected by armed conflict and grossly under-represented in peace processes. This realization, in part, led to the adoption in 2008 and 2009 of three other Security Council Resolutions, on sexual violence in conflict, violence against women, and for the development of indicators to measure progress in addressing women, peace and security issues. The book draws together the findings from eight countries and four regional contexts to provide guidance on how the impact of Resolution 1325 can be measured, and how peacekeeping operations could improve their capacity to effectively engender security. Gender issues have an important place in the international security landscape, but have been neglected both in the theory and practice of international security. The passage and implementation of UN Security Council Resolution 1325 (on Security Council operations), the integration of gender concerns into peacekeeping, the management of refugees, post-conflict disarmament and reintegration and protection for non-combatants in times of war shows the increasing importance of gender sensitivity for actors on all fronts in global security. This book aims to improve the quality and quantity of conversations between feminist security studies and security studies more generally, in order to demonstrate the importance of gender analysis to the study of international security, and to expand the feminist research program in Security Studies. The chapters included in this book not only challenge the assumed irrelevance of gender, they argue that gender is not a subsection of security studies to be compartmentalized or briefly considered as a side issue. Rather, the contributors argue that gender is conceptually, empirically, and normatively essential to studying international security. They do so by critiquing and reconstructing key concepts of and theories in international security, by looking for the increasingly complex roles women play as security actors, and by looking at various contemporary security issues through gendered lenses. Together, these chapters make the case that accurate, rigorous, and ethical scholarship of international security cannot be produced without taking account of women’s presence in or the gendering of world politics. It is estimated that by 2030—the horizon set by the international community for achieving the Sustainable Development Goals—more than half of the world’s poor will be living in countries affected by high levels of violence. Information and communication technology, population movements, and climate change are also creating shared risks that must be managed at both national and international levels. Pathways for Peace is a joint United Nations†“World Bank Group study that originates from the conviction that the international community’s attention must urgently be refocused on prevention. A scaled-up system for preventive action would save between US$5 billion and US$70 billion per year, which could be reinvested in reducing poverty and improving the well-being of populations. The study aims to improve the way in which domestic development processes interact with security, diplomacy, mediation, and other efforts to prevent conflicts from becoming violent. It stresses the importance of grievances related to exclusion—from access to power, natural resources, security and justice, for example—that are at the root of many violent conflicts today. Based on a review of cases in which prevention has been successful, the study makes recommendations for countries facing emerging risks of violent conflict as well as for the international community. Development policies and programs must be a core part of preventive efforts; when risks are high or building up, inclusive solutions through dialogue, adapted macroeconomic policies, institutional reform, and redistributive policies are required. Inclusion is key, and preventive action needs to adopt a more people-centered approach that includes mainstreaming citizen engagement. Enhancing the participation of women and youth in decision making is fundamental to sustaining peace, as well as long-term policies to address the aspirations of women and young people.

The book describes and evaluates the development of contemporary peace agreement practice, and the documents which emerge. It sets out what is in essence an anatomy of peace agreement practice, and locates this practice with reference to the role of law. The last fifteen years have seen a proliferation of peace agreements. These peace agreements have been produced as a result of complex peace processes involving multi-party negotiations between the main protagonists of conflict, often with the involvement of international actors. They document attempts to end conflict, and this book argues that they play an underestimated role in a political process that centrally revolves around law. Understanding peace agreements is important to understanding contemporary peace processes. Law plays two key roles with respect to peace agreements: first, to the extent that peace agreements themselves form legal documents, law plays a role in the 'enforcement' or implementation of the peace agreement; second, international law has a relationship to peace agreement negotiation and content, in an enabling or regulatory capacity. The aim of the book is to evaluate the role which law plays both in enforcing peace agreements and through a normative framework which constrains the ways in which they operate. This evaluation reveals a deeper link between the legal status of peace agreements and their normative regulation as mutually shaping, in what is argued to be a developing lex pacificatoria - or law of the peace makers. This lex pacificatoria stands as an account of the way in which international law shapes and is shaped by peace agreements, in ways which impact on contemporary debates about the force of international law.

With few exceptions, war stories are told as if men were the only ones who plan, fight, are injured by, and negotiate ends to wars.
