Book excerpt: The Chinese Communist Party’s response to the wave of factory strikes in the early summer of 2010 has raised important questions about the role that labour plays in the transformation of world orders. In contrast to previous policies of repression towards labour unrest, these recent disputes centring round wages and working conditions have been met with a more permissive response on the part of the state, as the CCP ostensibly seeks to facilitate a transition away from a model of political economy based on ‘low-road’ labour relations and export dependence. Labour and Development in East Asia shows that such inter-linkages between labour, geopolitical transformations, and states’ developmental strategies have been much more central to East Asia’s development than has commonly been recognised. By adopting an explanatory framework of the labour-geopolitics-development nexus, the book theorises and provides an historical analysis of the formation and transformation of the East Asian regional political economy from the end of the Second World War to the present, with particular reference to Japan, South Korea, Taiwan and China. This book will be required reading for students and scholars of international relations, development studies and comparative politics.

Some even talk of an emerging power, which may in time replace the US as the global economy’s hegemon. And yet there is a dark underside to this ‘miracle’ in the form of workers’ long hours, low pay and lack of welfare benefits. Increasing levels of inequality have gone hand in hand with super exploitative working conditions. Nevertheless, Chinese workers have not simply accepted these conditions of super-exploitation; they have started to fight back. Set against the background of China’s integration into the global economy along uneven and combined development lines, this volume explores new forms of resistance by Chinese workers, be it through the state trade union All-China Federation of Trade Unions (ACFTU) or through informal labour NGOs. It also analyses the links between Chinese formal and informal labour organisations, with labour organisations outside China. Book excerpt: One of the core assumptions of recent American foreign policy is that China's post-1978 policy of "reform and openness" will lead to political liberalization. This book challenges that assumption and the general relationship between economic liberalization and democratization. Moreover, it analyzes the effect of foreign direct investment (FDI) liberalization on Chinese labor politics. Market reforms and increased integration with the global economy have brought about unprecedented economic growth and social change in China during the last quarter of a century. Contagious Capitalism contends that FDI liberalization played several roles in the process of China's reforms. First, it placed competitive pressure on the state sector to produce more efficiently, thus necessitating new labor practices. Second, it allowed difficult and politically sensitive labor reforms to be extended to other parts of the economy. Third, it caused a reformulation of one of the key ideological debates of reforming socialism: the relative importance of public industry. China's growing integration with the global economy through FDI led to a new focus of debate--away from the public vs. private industry dichotomy and toward a nationalist concern for the fate of Chinese industry. In comparing China with other Eastern European and Asian economies, two important considerations come into play, the book argues: China's pattern of ownership diversification and China's mode of integration into the global economy. This book relates these two factors to the success of economic change without political liberalization and addresses the way FDI liberalization has affected relations between workers and the ruling Communist Party. Its conclusion: reform and openness in this context resulted in a strengthened Chinese state, a weakened civil society (especially labor), and a delay in political liberalization.

In recent years, these Asian economies have become increasingly more open and export-driven, and there is strong interest all over the world in the Asian economic `miracle' among practitioners and scholars alike. Although much has been written on this region, few books have concentrated on the human resource aspects of this growth. The authors build on the basic premise that the initial success of these countries has lain in low wages and suppression of workers' rights. However, they point out that as employment relations evolve enterprises will either pull out due to rising wages, or stay and prosper by adapting to higher wages. Cases are provided to illustrate both of these features. The evidence in the book suggests that unless a synergy is created between firm-level and state-level human resource policies in areas such as skill formation and workers' need for voice, economic growth is unlikely to be sustainable.

This book addresses this issue head on, using empirical evidence from some of the fastest growing and transition economies from East and South Asia. Countries such as the Philippines and Malaysia have already started to deindustrialize before enjoying industrial maturity, while with the exception of China and evidence of some growth in real wages in the other economies, the evidence appears compelling to suggest that increased industrialization and integration into the capitalist economy have not succeeded in providing significant labour improvement. The evidence suggests that a proactive state, focusing on enhancing the material conditions of labour, is pertinent to ensuring sustainable long term industrialization and thus improving material conditions for workers. This book was originally published as a special issue of the Journal of the Asia Pacific Economy.
