Book excerpt: The COVID-19 pandemic triggered, and continues to trigger, many changes in K-12 education—some major, like learning remotely from home, and some minor, like sitting farther apart on the school bus. While most students have had routines interrupted, the children perhaps most affected by that disruption are students with special education needs. The challenges we currently face should not undermine what we have accomplished over the last 60 years to protect students with disabilities and those from traditionally marginalized backgrounds. Instead, we must take an honest, proactive and collaborative approach to the challenges laid bare. To do so, we must reckon with the fact that during a pandemic that disproportionately impacted traditionally marginalized communities and people with disabilities, we collectively dropped the ball for students receiving special education services, and we need to consider the continued consequences. Further, we must acknowledge that many students with disabilities have found virtual and remote learning to be more liberating and accessible for their learning strengths, needs, and preferences. This text addresses how we must reconcile disparate realities of the special educational experience during pandemic. Students, parents, teachers, and school officials must align themselves together so that they can provide necessary services and support systems to students with disabilities during unpredictable times. These efforts will help leverage opportunities to disrupt, improve, and ignite educational experiences and opportunities for our children and youth, particularly those with disabilities.

Book excerpt: This open access edited volume is a comparative effort to discern the short-term educational impact of the covid-19 pandemic on students, teachers and systems in Brazil, Chile, Finland, Japan, Mexico, Norway, Portugal, Russia, Singapore, Spain, South Africa, the United Kingdom and the United States. One of the first academic comparative studies of the educational impact of the pandemic, the book explains how the interruption of in person instruction and the variable efficacy of alternative forms of education caused learning loss and disengagement with learning, especially for disadvantaged students. Other direct and indirect impacts of the pandemic diminished the ability of families to support children and youth in their education. For students, as well as for teachers and school staff, these included the economic shocks experienced by families, in some cases leading to food insecurity and in many more causing stress and anxiety and impacting mental health. Opportunity to learn was also diminished by the shocks and trauma experienced by those with a close relative infected by the virus, and by the constrains on learning resulting from students having to learn at home, where the demands of schoolwork had to be negotiated with other family necessities, often sharing limited space. Furthermore, the prolonged stress caused by the uncertainty over the resolution of the pandemic and resulting from the knowledge that anyone could be infected and potentially lose their lives, created a traumatic context for many that undermined the necessary focus and dedication to schoolwork. These individual effects were reinforced by community effects, particularly for students and teachers living in communities where the multifaceted negative impacts resulting from the pandemic were pervasive. This is an open access book.

Book excerpt: Educational practices needed to be adjusted overnight and have continued to change in the two years since the start of the COVID-19 pandemic in March 2020. This study evaluates the perspectives of various educators in three Connecticut public school districts about the provision of special education and related services, from the onset of the pandemic through the close of the 2020-21 extended school year. Professionals including central office special education administrators, building-level special education leaders, special education teachers, and related service providers participated. A hierarchical erosion lens was used to evaluate participants’ responses, and to identify common themes. The findings reveal that special educators worked tirelessly and resourcefully to serve their students throughout this period. They also reveal that, while no hierarchical erosion was found to have existed between special education administrators and special education teachers or related service providers, there was a disconnect between district leaders – i.e., superintendents and boards of education – and those educators. The special needs of students with disabilities, particularly of those with the most significant needs, were not considered when decisions were made about when to shutter school buildings, or about when – or how – to bring students back to campus. While video conferencing technology was found to have had many benefits, especially in ensuring parents’ participation in their children’s Planning and Placement Team (PPT) meetings, it proved to be a poor substitute for in-person instruction for multiply disabled students and those with the most significant special needs.

Book excerpt: This research examines how the COVID-19 pandemic impacted the learning of special education students and the implementation of the Individuals with Disabilities Education Act (IDEA) in the United States. The importance of this research is reflected in the unprecedented and novel context of the COVID-19 pandemic. Never at any point in IDEA history have all special education students been simultaneously denied the services that are considered essential for their development and advancement. While some previous research has looked into how constraints such as natural disasters have impacted students, never has anything this drastic been studied. In this study, I found that the classroom alterations that special education students experienced during the COVID-19 pandemic in compliance with safety guidelines were not conducive to their learning. Furthermore, the guidance offered from the federal level was overall low in specificity and mandatoriness, leading to high levels of discretion in how to alter practice. This led to high levels of variation across schools and many different interpretations of how to implement IDEA in the altered setting. Therefore, in drastic contextual changes, policymakers should consider enacting policy that allows for an appropriate amount of discretion while also ensuring that the necessary parts of the policy will be effectively implemented in the classroom.
