Book excerpt: Initially tasked with combatting the threat of Irish republican terrorists in the reign of Queen Victoria, the Metropolitan Police Special Branch went on to play a major role in the defence of the realm for over 120 years. Over time, 'the Branch', as it came to be known, assumed a much wider role, and was held responsible for monitoring the activities of anarchists, Bolsheviks and even the suffragettes. Later, it became the executive arm of MI5 in dealing with espionage cases, as (much to their frustration) the Security Service had no power to arrest potential spies. As the war against terrorism became more intense in the latter half of the twentieth century, Special Branch worked closely with the Anti- Terrorist Branch in tackling this new threat. Packed with accounts of extraordinary missions, life-saving acts of bravery and high-risk intelligence-gathering, Special Branch offers the first complete history of this unique, but now defunct, service, which was subsumed into the Counter-Terrorism Command of the Metropolitan Police in 2006. Special Branch veterans Ray Wilson and Ian Adams have brought this long and distinguished history to life with the help of recollections from former colleagues, as well as their own experiences of life in the Branch. In doing so, they have also illuminated the underlying friction marring its relations with the Security Service - without doubt a factor in its eventual demise.

Although first and foremost an intelligence-gatherer, Bird thrived on combat and against all protocol inveigled his way onto Fire Force operations and as an air mobile MAG machine-gunner on converted Police Reserve Air Wing aircraft. Decorated for bravery but overlooked for promotion, Bird's BSAP career became victim to spurious political expedience.

The Code was first published in 1926, and a new edition of the code has been published every six years since 1934. The 2012 edition of the Code incorporates laws enacted through the One Hundred Twelfth Congress, Second Session, the last of which was signed by the President on January 15, 2013. It does not include laws of the One Hundred Thirteenth Congress, First Session, enacted between January 2, 2013, the date it convened, and January 15, 2013. By statutory authority this edition may be cited "U.S.C. 2012 ed." As adopted in 1926, the Code established prima facie the general and permanent laws of the United States. The underlying statutes reprinted in the Code remained in effect and controlled over the Code in case of any discrepancy. In 1947, Congress began enacting individual titles of the Code into positive law. When a title is enacted into positive law, the underlying statutes are repealed and the title then becomes legal evidence of the law. Currently, 26 of the 51 titles in the Code have been so enacted. These are identified in the table of titles near the beginning of each volume. The Law Revision Counsel of the House of Representatives continues to prepare legislation pursuant to 2 U.S.C. 285b to enact the remainder of the Code, on a title-by-title basis, into positive law. Soon afterwards, German residents in London established an Ortsgruppe, or local Nazi group, which provided Party members with a place to congregate and support the new movement. By 1933, more than 100 members belonged to the London group. The Nazis in pre-war London created a dilemma for the Foreign Office and the Home Office, who were divided as to how best to treat residents whose allegiance was to the German Reich. Some felt that all Nazi organizations should be banned, and Party Members should not be allowed to enter the UK. Others, including MI5, argued that it would be easier to keep track of Nazis if they were in-country. Previously unpublished German documents reveal the fate of German diplomats, journalists, and professionals, many of whom were interned in Britain or deported to Nazi Germany once war broke out on 3 September 1939. It argues that MI5 acted with neither statutory authority nor statutory powers, and with no obvious forms of statutory accountability. It was established as a counter-espionage agency, yet was beset by espionage scandals on a frequency that suggested if not high levels of incompetence, then high levels of distraction and the squandering of resources. The book addresses the evolution of MI5's mandate after the Second World War which set out its role and functions, and to a limited extent the lines of accountability, the surveillance targets of MI5 and the surveillance methods that it used for this purpose, with a focus in two chapters on MPs and lawyers respectively; the purposes for which this information was used, principally to exclude people from certain forms of employment; and the accountability of MI5 or the lack thereof for the way in which it discharged its responsibilities under the mandate. The main difficulties in the analysis of animal language have to date been predominantly methodological in nature. Addressing this perennial problem, the elaborated experimental paradigm presented here has been applied to ants, and can be extended to other social species of animals that have the need to memorize and relay complex “messages”. Accordingly, the method opens exciting new dimensions in the study of natural communications in the wild.
