Book excerpt: This thoroughly revised edition of The West German Social Democrats, 1969-1982: Profile of a Party in Power contrasts the period during which the SPD was in power with its role since 1982 as an opposition party. Even though it was the senior party in the coalition governments of chancellors Willy Brandt and Helmut Schmidt, it did not have the influence on domestic and foreign policy in the 1970s that it had hoped for. Nevertheless, it achieved insider status, unlike its dual competitive and cooperative opposition role vis-a-vis the conservative governments of Helmut Kohl. Braunthal also discusses the short-lived East German SPD, which formed during the crumbling months of the German Democratic Republic and then merged with the West German party shortly before unification. In a period when some analysts pronounce the victory of capitalism and the death of socialism and others decry the crises among political parties, the SPD has managed to remain relatively strong. Yet the party, argues the author, will need to enhance its support, especially in eastern Germany, if it expects to regain political power in the 1990s. Such a goal cannot be reached unless it projects a modern image, minimizes intraparty discord, copes successfully with the external social and economic forces affecting its development, and has a dynamic leadership that presents appealing policy alternatives to the Kohl government. Braunthal details the SPD's organization, leadership, factions, constituent associations, ideology, voter support and elections, relations to Parliament and government, and influence on government policies. He draws from a wealth of primary sources, including unpublished German archival records and over 200 interviews with top politicians, party officials, SPD members, and journalists. In the unlikely setting of the German Democratic Republic (GDR), the Spanish Civil War became the subject of a debate which both predated and outlasted the Cold War, involving historians, veterans, politicains, censors, artists, writers, and Church activists. Examining these multiple memories and interpretations of Spain casts new and unexpected light on the legacy of the Spanish Civil War, and the relationship between history and memory under state socialism. The ruling Socialist Unity Party made full use of the antifascist legacy as legitimation for a non-democratic state. But despite dogged attempts at control and censorship, the state was unable to silence competing voices. All over East Germany, International Brigade veterans preserved their version of events - in letters to each other, in communications with the party, in discussions with friends and family around the kitchen table, and in memoirs written for the 'desk drawer'. For younger East Germans, the war retained an undeniably romantic aura. From their perspective, Spain was a far-away land to which they were forbidden to travel, the stuff of camp-fire singalongs and fantasies of adventure. This book dissects the relationship between state-sponsored history, the lobbying of veterans, cultural interpretations of war, and the memory traces left behind by marginalised or politically oppositional groups and individuals. It is a cultural history of memory under state socialism, a social history of veteran groups and their relationship with the state, and a political history of communist culture. Above all, it is the story of how post-war Europeans came to terms with the heavy burden of their pre-war past.

Many commentators have speculated about how a united Germany will use its new found power and influence on the world stage, and for good reason. Because of its size, central location, and strong economy, Germany will inevitably exert considerable influence over developments in Europe, if not beyond. Drawing on interviews and other primary source materials, this comprehensive study examines in detail each of the central issues of Germany’s security policy since 1990: its promotion of political and economic reform in the former Soviet bloc, its efforts to maintain and strengthen European security institutions, the transformation of Germany’s armed forces, and its responses to international crises and conflicts, including the debate over German participation in foreign military actions. Rejecting claims that German policy is becoming nationalized and militarized, the author argues that Germany’s actions have in fact been characterized by considerable restraint and continuity with the past, notwithstanding its much greater potential freedom of action after the Cold War. In order to make sense of this record, the book presents a general framework of analysis that promises to be useful for explaining the security policies of a variety of states. It then shows how a variety of influences both in Germany’s external environment and within Germany itself have importantly shaped German security policy since unification. In sharp contrast to the realist approaches that have dominated security studies, the book highlights the roles played by international institutions and Germany’s distinct postwar political culture in molding German state behavior.
