Book excerpt: In this report, the air pollution dynamics of the Lao People’s Democratic Republic are investigated given its increasing industrial and economic development, and the employment of frequent biomass burning as an agricultural practice. The Lao People’s Democratic Republic is also surrounded by countries that undergo recurrent agricultural burning, with strong winds at certain times in the year potentially resulting in transboundary pollution. The national information systems could better support actions that encourage the reduction of atmospheric pollution. The lack of an effective national system for air pollution monitoring magnifies the impacts of atmospheric pollution, particularly on health, climate, and agricultural inputs.

In the face of macroeconomic challenges, a shift from commodity-driven growth to a more inclusive prosperity paradigm that emphasises the creation of broad-based opportunities, human capital development and green sustainability can unlock Lao PDR’s future development. This report presents priorities for overcoming the country’s current fiscal constraints and finding ways to fund this shift. Recommendations address strengthening Lao PDR’s sustainable finance and debt management, revenue generation and tax reform, investment promotion, and data capacity in order to tap into green finance mechanisms.

Through an analysis of domestic political economies, the book explains how states have protected millions of square kilometers of ocean space while remaining highly responsive to the interests of businesses. It argues that states design environmental policies above all around two key features of a given space: (1) the composition of extractive versus non-extractive industry interests; and (2) the salience of various industry interests, defined as the degree to which businesses would suffer tangible and significant costs in response to new environmental regulations. Through an analysis of large marine protected area advocacy campaigns in Australia, Palau, and the United States, this book demonstrates how the political economy of a given marine space shapes how governments align their environmental and economic goals, sometimes strengthening conservation but more often than not undermining it.
