Book excerpt: One of the most important activities of the U.S. Coast Guard is Port Security under the control of the Captain of the Port. This book is a first attempt to collect and share data on the COTP. small boats. On June 15th, 1917, Congress passed the Espionage Act, forming the basis for the Coast Guard's Port Security and Port Safety Missions. In 1918, jurisdiction over the anchorage and movement of vessels in harbors changed from the War Department to the Treasury Department. The Secretary of the Treasury designated Coast Guard officers as Captains of the Ports. On August 5th, 1935, Congress passed the Anti-Smuggling Act, broadening the Coast Guard's jurisdiction in law enforcement. On September 8th, 1939, President Roosevelt proclaimed a national emergency. As a result, late in 1939 the responsibility for sealing radios and checking vessels arriving in port was added to the Coast Guard's duties. On June 27th, 1940, President Roosevelt invoked the Espionage Act of 1917 to govern the anchorage and movement of all vessels in U. S. waters. This began the Coast Guard's Port Security activity during World War II. The Korean War in 1950 led to the Magnuson Act, amending the old Espionage Act. The new bill authorized the President to invoke a strong Port Security Program. President Truman acted almost at once. This executive order has never been rescinded. In 1952, the Coast Guard yard built 15 COTP 40' Utility Boats MK1 for South Korea and approximately twentyseven 40' UTB MK1s for service in the French Navy in Indochina under the Mutual Defense Assistance Program (MDAP). These UTBs were transferred to Vietnam with the establishment of the Vietnamese Navy on January 1st, 1955. On May 10th, 1956, Public Law 519 brought all previously uninspected vessels, on navigable waters, carrying more than six passengers for hire, under Coast Guard inspection. On April 3rd, 1970, the Water Quality Improvement Act was passed. This broadened the Coast Guard's responsibility for the prevention of pollution and for cleanup efforts, under the control of the COTP. The U. S. Coast Guard's Port Security Small Boat Stations and Units have a long and proud tradition of duty and service, from enforcing the rules and regulations to anti-sabotage patrols, search and rescue, fire-fighting, and placing marine inspection teams aboard large supertankers underway in all weather conditions.

Moreover, the design of vision machines is a part of humanity’s dream of the arti cial person. I remember the 2nd CAIP, held in Wismar in 1987. Lectures were read in German, English and Russian, and proceedings were also only partially written in English. The conference took place under a di erent political system and proved that ideas are independent of political walls. A few years later the Berlin Wall collapsed, and Professors Sommer and Klette proposed a new formula for the CAIP: let it be held in Central and Eastern Europe every second year. There was a sense of solidarity with scienti c communities in those countries that found themselves in a state of transition to a new economy. A well-implemented idea resulted in a chain of successful events in Dresden (1991), Budapest (1993), Prague (1995), Kiel (1997), and Ljubljana (1999). This year the conference was welcomed at Warsaw. There are three invited lectures and about 90 contributions written by more than 200 authors from 27 countries. Besides Poland (60 authors), the largest representation comes from France (23), followed by England (16), Czech Republic (11), Spain (10), G- many (9), and Belarus (9). Regrettably, in spite of free registration fees and free accommodation for authors from former Soviet Union countries, we received only one accepted paper from Russia.

Book excerpt: Electrical activity in the myocardium coordinates the contraction of the heart, and its knowledge could lead to a better understanding, diagnosis, and treatment of cardiac diseases. This electrical activity generates an electromagnetic field that propagates outside the heart and reaches the human torso surface, where it can be easily measured. Classical electrocardiography aims to interpret the 12-lead electrocardiogram (ECG) to determine cardiac activity and support the diagnosis of cardiac pathologies such as arrhythmias, altered activations, and ischemia. More recently, a higher number of leads is used to reconstruct a more detailed quantitative description of the electrical activity in the heart by solving the so-called inverse problem of electrocardiography. This technique is known as ECG imaging. Today, clinical applications of ECG imaging are showing promising results in guiding a variety of electrophysiological interventions such as catheter ablation of atrial fibrillation and ventricular tachycardia. However, in order to promote the adoption of ECG imaging in the routine clinical practice, further research is required regarding more accurate mathematical methods, further scientific validation under different preclinical scenarios and a more extensive clinical validation

Data (electrocardiograms) for this project was obtained from patients interned in a Coronary Care Unit. Two hundred twelve 15 second electrocardiograms were analyzed.
