Satellite communications already form a significant component of such systems, but the burgeoning space capabilities now being developed outside NATO and in the commercial sector offer benefits to potential adversaries as well as NATO. While the military user is already aware of the benefits of other, exotic, space systems and of the potential benefit from smaller, cheaper tactical satellites (Tacsats), he needs to take account of the issues raised by these capabilities. The overall objective of this symposium was to demonstrate the utility and feasibility for NATO of a wider range of space applications, and provide a cross fertilisation between military minds and the technical/scientific minds that work in the defence community. The papers presented addressed a wide range of technical capabilities, although a larger contribution from the military side of the defence community would have improved the balance of the proceedings.

As we grow spacepower theory and doctrine, we must do so in a way that fosters greater integration with the Air Force, Army, Navy, Marine Corps, and Coast Guard. It is only by achieving true integration and interdependence that we can hope to unlock spacepower's full potential.

Bringing together insights from world-leading experts from three continents, the volume identifies the most pressing strategic challenges, frames theoretical concepts, and describes new strategies. The use and utility of deterrence in today’s strategic environment is a topic of paramount concern to scholars, strategists and policymakers. Ours is a period of considerable strategic turbulence, which in recent years has featured a renewed emphasis on nuclear weapons used in defence postures across different theatres; a dramatic growth in the scale of military cyber capabilities and the frequency with which these are used; and rapid technological progress including the proliferation of long-range strike and unmanned systems. These military-strategic developments occur in a polarized international system, where cooperation between leading powers on arms control regimes is breaking down, states widely make use of hybrid conflict strategies, and the number of internationalized intrastate proxy conflicts has quintupled over the past two decades. Contemporary conflict actors exploit a wider gamut of coercive instruments, which they apply across a wider range of domains. The prevalence of multi-domain coercion across but also beyond traditional dimensions of armed conflict raises an important question: what does effective deterrence look like in the 21st century? Answering that question requires a re-appraisal of key theoretical concepts and dominant strategies of Western and non-Western actors in order to assess how they hold up in today’s world. Air Commodore Professor Dr. Frans Osinga is the Chair of the War Studies Department of the Netherlands Defence Academy and the Special Chair in War Studies at the University Leiden. Dr. Tim Sweijs is the Director of Research at The Hague Centre for Strategic Studies and a Research Fellow at the Faculty of Military Sciences of the Netherlands Defence Academy in Breda.

These scenarios and the findings that resulted from subsequent conversations with experts are reported in the penultimate chapter of the report. Finally, the CSIS Aerospace Security Project team offers conclusions drawn from the analysis, actionable recommendations for policymakers, and additional research topics to be explored in future work.

He analyzes whether the NATO 2030 initiative is up to the task and if it provides the right answers. Due to NATO's reliance on space assets for operational effectiveness and the increased vulnerabilities of those assets, the militarization of outer space presents a range of policy and legal challenges. Having to rely on space-based assets and services to conduct military operations has proven to be NATO's Achilles heel as rivals work on counter-space techniques. Aurel Sari, Associate Professor of International Law at University of Exeter and Hitoshi Nasu, Professor of International Law at University of Exeter ask given the vulnerability of space-based assets and services to hostile interference, under what circumstances the collective defense commitment as set out in Article 5 of the North Atlantic Treaty (NAT), arises in space.
