Book excerpt: Taking a multidisciplinary approach to examine the dynamics of ethno-national contestation and colonialism in Israel/Palestine, this book investigates the approaches for dealing with the colonial and post-colonial urban space, resituating them within the various theoretical frameworks in colonial urban studies. The book uses Henry Lefebvre’s three constituents of space – perceived, conceived and lived – to analyse past and present colonial cases interactively with time. It mixes the non-temporal conceptual framework of analysis of colonialism using literature of previous colonial cases with the inter-temporal abstract Lefebvrian concepts of space to produce an inter-temporal re-reading of them. Israeli colonialism in the occupied areas of 1967, its contractions from Sinai and Gaza, and the implications on the West Bank are analysed in detail. By illustrating the transformations in colonial urban space at different temporal stages, a new phase is proposed - the trans-colonial. This provides a conceptual means to avoid the pitfalls of neo-colonial and post-colonial influences experienced in previous cases, and the book goes on to highlight the implications of such a phase on the Palestinians. It is an important contribution to studies on Middle East Politics and Urban Geography.

Book excerpt: A critical examination of the history of US-Palestinian relations The United States has invested billions of dollars and countless diplomatic hours in the pursuit of Israeli-Palestinian peace and a two-state solution. Yet American attempts to broker an end to the conflict have repeatedly come up short. At the center of these failures lay two critical factors: Israeli power and Palestinian politics. While both Israelis and Palestinians undoubtedly share much of the blame, one also cannot escape the role of the United States, as the sole mediator in the process, in these repeated failures. American peacemaking efforts ultimately ran aground as a result of Washington’s unwillingness to confront Israel’s ever-deepening occupation or to come to grips with the realities of internal Palestinian politics. In particular, the book looks at the interplay between the U.S.-led peace process and internal Palestinian politics—namely, how a badly flawed peace process helped to weaken Palestinian leaders and institutions and how an increasingly dysfunctional Palestinian leadership, in turn, hindered prospects for a diplomatic resolution. Thus, while the peace process was not necessarily doomed to fail, Washington’s management of the process, with its built-in blind spot to Israeli power and Palestinian politics, made failure far more likely than a negotiated breakthrough. Shaped by the pressures of American domestic politics and the special relationship with Israel, Washington’s distinctive “blind spot” to Israeli power and Palestinian politics has deep historical roots, dating back to the 1917 Balfour Declaration and the British Mandate. The size of the blind spot has varied over the years and from one administration to another, but it is always present.

Book excerpt: Waste Siege offers an analysis unusual in the study of Palestine: it depicts the environmental, infrastructural, and aesthetic context in which Palestinians are obliged to forge their lives. To speak of waste siege is to describe a series of conditions, from smelling wastes to negotiating military infrastructures, from biopolitical forms of colonial rule to experiences of governmental abandonment, from obvious targets of resistance to confusion over responsibility for the burdensome objects of daily life. Within this rubble, debris, and infrastructural fallout, West Bank Palestinians create a life under settler colonial rule. Sophia Stamatopoulou-Robbins focuses on waste as an experience of everyday life that is continuous with, but not a result only of, occupation. Tracing Palestinians' own experiences of wastes over the past decade, she considers how multiple authorities governing the West Bank—including municipalities, the Palestinian Authority, international aid organizations, NGOs, and Israel—rule by waste siege, whether intentionally or not. Her work challenges both common formulations of waste as "matter out of place" and as the ontological opposite of the environment, by suggesting instead that waste siege be understood as an ecology of "matter with no place to go." Waste siege thus not only describes a stateless Palestine, but also becomes a metaphor for our besieged planet.

Surrounded takes a close look at this controversial group of soldiers, examining the complex reasons these people join the army and the wider implications of their decisions in terms of security and citizenship. Most observers perceive a clear and powerful divide in the political tensions and open hostilities between the State of Israel and the Palestinian people, but often fail to notice those who straddle this divide—Palestinian citizens of Israel. These soldiers comprise no more than half a percent of this population, but their stories provide a powerful vantage point from which to consider a question faced by all Palestinians in Israel: to what extent are they, in fact, Israeli? Surrounded contains over seventy interviews with soldiers, and provides a unique glimpse of their conflicting experiences of acceptance, integration, and marginalization within the Israeli military. Concluding with comparisons to similar situations around the world, the book upends nationalist understandings of how wars and those who fight in them work. Landscape of Hope and Despair examines this refugee experience in Lebanon through the medium of spatial practices and identity, set against the backdrop of prolonged violence. Julie Peteet explores how Palestinians have dealt with their experience as refugees by focusing attention on how a distinctive Palestinian identity has emerged from and been informed by fifty years of refugee history. Concentrating ethnographic scrutiny on a site-specific experience allows the author to shed light on the mutually constitutive character of place and cultural identification. Palestinian refugee camps are contradictory places: sites of grim despair but also of hope and creativity. Within these cramped spaces, refugees have crafted new worlds of meaning and visions of the possible in politics. In the process, their historical predicament was a point of departure for social action and thus became radically transformed. Beginning with the calamity of 1948, Landscape of Hope and Despair traces the dialectic of place and cultural identification through the initial despair of the 1950s and early 1960s to the tumultuous days of the resistance and the violence of the Lebanese civil war and its aftermath. Most significantly, this study invokes space, place, and identity to construct an alternative to the received national narratives of Palestinian society and history. The moving stories told here form a larger picture of these refugees as a people struggling to recreate their sense of place and identity and add meaning to their surroundings through the use of culture and memory.

Clarno s study is grounded in impressive ethnographic fieldwork, taking him from South African townships to Palestinian refugee camps, where he talked to a wide array of informants, from local residents to policymakers, political activists, business representatives, and local and international security personnel. The resulting inquiry accounts for the simultaneous development of extreme inequality, racialized poverty, and advanced strategies for securing the powerful and policing the poor in South Africa and Palestine/Israel over the last 20 years. Clarno places these transitions in a global context while arguing that a new form of neoliberal apartheid has emerged in both countries. The width and depth of Clarno s research, combined with wide-ranging first-hand accounts of realities otherwise difficult for researchers to access, make Neoliberal Apartheid a path-breaking contribution to the study of social change, political transitions, and security dynamics in highly unequal societies. Take one example of Clarno s major themes, to wit, the issue of security. Both places have generated advanced strategies for securing the powerful and policing the racialized poor. In South Africa, racialized anxieties about black crime shape the growth of private security forces that police poor black South Africans in wealthy neighborhoods. Meanwhile, a discourse of Muslim terrorism informs the coordinated network of security forcesinvolving Israel, the United States, Jordan, and the Palestinian Authoritythat polices Palestinians in the West Bank. Book excerpt: This is the first report to systematically evaluate and quantify the economic potential of Area C, which constitutes approximately 61 percent of the West Bank. The report reveals that lifting the restrictions on economic activity in Area C could have a large positive impact on Palestinian GDP, public finances, and employment prospects. Among other things, access to economic activity in Area C is expected to be a key prerequisite for building a sustainable Palestinian economy. However, full potential of the Area C could be materialized only if other restrictions on free movement of goods, labor and capital are removed and the overall business environment in Palestinian territories has become more attractive. The economic significance of Area C lies in that it is the only contiguous territory in the West Bank, which renders it indispensable to connective infrastructure development across the West Bank, and a relative abundance of natural resources situated therein. Area C offers large potential for the development of several sectors of the Palestinian economy: agriculture, stone and mineral processing, cosmetics, construction, tourism, and telecommunications. The report shows that access to economic activity in Area C could increase the Palestinian GDP by as much as 35 percent, the majority of this impact would stem from agriculture and Dead Sea minerals processing industries, as well as the multiplier effect, which has been estimated at 1.5. Although the importance of building connective infrastructure through Area C is discussed in the report, the quantification of this impact is beyond the scope of this report. An increase in GDP of 35 percent, although thought to be a conservative estimate, would be expected to result in at least $800 million increase in tax revenues for the Palestinian authority, which would drastically reduce its dependence on donor aid for financing chronic budget deficits.
