The acquisition arm belonged to Air Force Materiel Command until 1 October 2001, when the reigns were transferred to Air Force Space Command to provide cradle-to-grave management from concept through development, acquisition, sustainment, and final disposal of space systems. The objective of this research is to determine if the current Air Force Space Acquisition policies and processes are efficient and effective according to the GAO-05-218G "Framework for Assessing the Acquisition Function at Federal Agencies". This research will provide results of a questionnaire and will provide an assessment of that questionnaire.

Book excerpt: "The majority of large-scale acquisition programs in the Department of Defense's (DOD) space portfolio have experienced problems during the past two decades that have driven up costs by billions of dollars, stretched schedules by years, and increased technical risks. To address the cost increases, DOD altered its acquisitions by reducing the number of satellites it intended to buy, reducing the capabilities of the satellites, or terminating major space systems acquisitions. Moreover, along with the cost increases, many space acquisitions are experiencing significant schedule delays--as much as 8 years--resulting in potential capability gaps in areas such as missile warning, military communications, and weather monitoring. This testimony focuses on (1) the status of space acquisitions, (2) causal factors of acquisition problems, and (3) efforts underway to improve acquisitions. In preparing this testimony, GAO relied on its body of work, including GAO reports on best practices, assessments of individual space programs, common problems affecting space system acquisitions, and the DOD's acquisition policies. We have made numerous recommendations to the DOD in the past on matters relating to overall best practices as well as on individual space program acquisitions. DOD often concurred with our findings and recommendations and has efforts underway to adopt best practices."--Highlights.

Book excerpt: The language of Public Laws 98-72 (amending the Small Business Act), 98-369 (the Small Business and Federal Procurement Competition In Contracting Act of 1984), and 98-577 (the Small Business and Federal Procurement Competition Enhancement Act of 1984) directs sweeping changes to the laws governing DoD acquisition. These new laws impose severe limitations on noncompetitive acquisition procedures and strategies. The requirements imposed by the new laws and implementing regulations can be accommodated within the Space Division acquisition process. Competitive acquisition procedures and strategies may be fully exploited by concentrating on key decision points within the aquisition process. This research project was conceived as an independent study on competitive acquisition. The focus of the application of this study is Space Division, Deputy for Contracting. The analyses are thus heavily tailored to the review and implementation of competition initiatives within the Space Division frame of reference.

Book excerpt: While there are examples of successful weapon systems acquisition programs within the U.S. Air Force (USAF), many of the programs are still incurring cost growth, schedule delays, and performance problems. The USAF now faces serious challenges in acquiring and maintaining its weapons systems as it strives to maintain its current programs; add new capabilities to counter evolving threats; and reduce its overall program expenditures. Owning the technical baseline is a critical component of the Air Force's ability to regain and maintain acquisition excellence. Owning the technical baseline allows the government acquisition team to manage and respond knowledgeably and effectively to systems development, operations, and execution, thereby avoiding technical and other programmatic barriers to mission success. Additionally, owning the technical baseline ensures that government personnel understand the user requirements, why a particular design and its various features have been selected over competing designs, and what the options are to pursue alternative paths to the final product given unanticipated cost, schedule, and performance challenges. Owning the Technical Baseline for Acquisition Programs in the U.S. Air Force discusses the strategic value to the Air Force of owning the technical baseline and the risk of not owning it and highlights key aspects of how agencies other than the Air Force own the technical baseline for their acquisition programs. This report identifies specific barriers to owning the technical baseline for the Air Force and makes recommendations to help guide the Air Force in overcoming those barriers.
