Women now constituted the majority of voters, and political parties were forced to address them as political actors for the first time. Analyzing written and visual propaganda aimed at, and frequently produced by, women across the political spectrum--including the Communists and Social Democrats; liberal, Catholic, and conservative parties; and the Nazis--Julia Sneeringer shows how various groups struggled to reconcile traditional assumptions about women's interests with the changing face of the family and female economic activity. Through propaganda, political parties addressed themes such as motherhood, fashion, religion, and abortion. But as Sneeringer demonstrates, their efforts to win women's votes by emphasizing "women's issues" had only limited success. The debates about women in propaganda were symptomatic of larger anxieties that gripped Germany during this era of unrest, Sneeringer says. Though Weimar political culture was ahead of its time in forcing even the enemies of women's rights to concede a public role for women, this horizon of possibility narrowed sharply in the face of political instability, economic crises, and the growing specter of fascism.

Book excerpt: German Social Democracy and the Rise of Nazism explores the failure of Germany's largest political party to stave off the Nazi threat to the Weimar republic. In 1928 members of the Social Democratic Party (SPD) were elected to the chancellorship and thousands of state and municipal offices. But despite the party's apparent strengths, in 1933 Social Democracy succumbed to Nazi power without a fight. Previous scholarship has blamed this reversal of fortune on bureaucratic paralysis, but in this revisionist evaluation, Donna Harsch argues that the party's internal dynamics immobilized the SPD. Harsch looks closely at Social Democratic ideology, structure, and political culture, examining how each impinged upon the party's response to economic disaster, parliamentary crisis, and the Nazis. She considers political and organizational interplay within the SPD as well as interaction between the party, the Socialist trade unions, and the republican defense league. Conceding that lethargy and conservatism hampered the SPD, Harsch focuses on strikingly inventive ideas put forward by various Social Democrats to address the republic's crisis. They once did so by promising protections from the forces of capital and the market’s tendencies to produce inequality. But in the 1990s they gave up on protection, asking voters to adapt to a market-driven world. Meanwhile, new, extreme parties began to promise economic protections of their own—albeit in an angry, anti-immigrant tone. To better understand today’s strange new political world, Stephanie L. Mudge’s Leftism Reinvented analyzes the history of the Swedish and German Social Democrats, the British Labour Party, and the American Democratic Party. Breaking with an assumption that parties simply respond to forces beyond their control, Mudge argues that left parties’ changing promises expressed the worldviews of different kinds of experts. To understand how left parties speak, we have to understand the people who speak for them. Leftism Reinvented shows how Keynesian economists came to speak for left parties by the early 1960s. These economists saw their task in terms of discretionary, politically-sensitive economic management. But in the 1980s a new kind of economist, who viewed the advancement of markets as left parties’ main task, came to the fore. Meanwhile, as voters’ loyalties to left parties waned, professional strategists were called upon to “spin” party messages. Ultimately, left parties undermined themselves, leaving a representative vacuum in their wake. Leftism Reinvented raises new questions about the roles and responsibilities of left parties—and their experts—in politics today.

Nor are conflict diamonds an exception in an otherwise honest industry. The modern diamond business, Steven Press shows, owes its origins to imperial wars and has never escaped its legacy of exploitation. In Blood and Diamonds, Press traces the interaction of the mass-market diamond and German colonial domination in Africa. Starting in the 1880s, Germans hunted for diamonds in Southwest Africa. In the decades that followed, Germans waged brutal wars to control the territory, culminating in the genocide of the Herero and Nama peoples and the unearthing of vast mineral riches. Press follows the trail of the diamonds from the sands of the Namib Desert to government ministries and corporate boardrooms in Berlin and London and on to the retail counters of New York and Chicago. As Africans working in terrifying conditions extracted unprecedented supplies of diamonds, European cartels maintained the illusion that the stones were scarce, propelling the nascent US market for diamond engagement rings. Convinced by advertisers that diamonds were both valuable and romantically significant, American purchasers unwittingly funded German imperial ambitions into the era of the world wars. Amid today’s global frenzy of mass consumption, Press’s history offers an unsettling reminder that cheap luxury often depends on an alliance between corporate power and state violence.
