But China’s turn toward the sea is now very much a reality, as evident in its stunning rise in global shipbuilding markets, its vast and expanding merchant marine, the wide offshore reach of its energy and minerals exploration companies, its growing fishing fleet, and indeed its increasingly modern navy. Yet, for all these achievements, there is still profound skepticism regarding China’s potential as a genuine maritime power. Beijing must still import the most vital subcomponents for its shipyards, maritime governance remains severely bureaucratically challenged, and the navy evinces, at least as of yet, little enthusiasm for significant blue water power projection capabilities. This volume provides a truly comprehensive assessment of prospects for China’s maritime development by situating these important geostrategic phenomena within a larger world historical context. China is hardly the only land power in history to attempt transformation by fostering sea power. Many continental powers have elected or been impelled to transform themselves into significant maritime powers in order to safeguard their strategic position or advance their interests. We examine cases of attempted transformation from the Persian Empire to the Soviet Union, and determine the reasons for their success or failure. Too many works on China view the nation in isolation. Of course, China’s history and culture are to some extent exceptional, but building intellectual fences actually hinders the effort to understand China’s current development trajectory. Without underestimating the enduring pull of China’s past as it relates to threats to the country’s internal stability and its landward borders, this comparative study provides reason to believe that China has turned the corner on a genuine maritime transformation. If that proves indeed to be the case, it would be a remarkable if not singular event in the history of the last two millennia.

Moscow showed amazing persistence in their relationship with the "cornerstone of European security." Their approach to the treaty was a genuine attempt to shape the security environment in Europe and the former USSR. The treaty also enabled the dismantling of large conventional forces as they returned from Eastern Europe and transitioned into the armies of the newly independent states of the former USSR. The CFE Treaty, though, proved ineffective at constraining the enlargement of NATO. Simultaneously, Moscow’s foreign and security policy evolved from one that focused on the domestic development of the country to that of a more confident state reasserting itself as a great power. Drawing extensively on primary sources and analyses by Russian authors, this book employs two historical narratives, case studies, and a conceptual framework to show that while Moscow remained engaged with the CFE Treaty, undesired effects on Russia’s national interests gradually accrued at the expense of desired ones, leading Vladimir Putin to withdraw Russia from the treaty as an act of de-coupling from the "collective West." This book is relevant to scholars and policymakers who want to understand Russia’s approach to arms control as an element of military security.

The “present interest” motivation in Weeks's analysis is gaining a clear understanding of the bi-polar, $4 trillion, nuclear-war-threatening standoff that lasted over 40 years after World War II until the demise of the Soviet Union in 1991. Without such knowledge and understanding of this dangerous conflict, any future encounter of the cold-war type with another nation-state is liable to be construed in confusing ways just as the U.S.-Soviet Cold War was. The consequence of such misunderstanding in the historiographic sense as well as in policy-making at the highest level is that the populations of the contending powers will have distorted conceptions of the reasons for the confrontation. The result of this, in turn, is skewed tendentiousness that masks concrete, underlying causes of intense inter-state contention. Practical benefits thus flow from an unprejudiced analysis of the past Cold War with Communist Russia. This understanding can help prevent a future conflict, such as one with Communist China, which some reputed sinologists are currently predicting, as well as one with post-Soviet Russia. Conversely, if a new cold war is imposed on the West, a clearer understanding of the post-World War II archetypical Cold War will be edifying.

Nor is it easy to foresee on the basis of what has happened since the Soviet Union collapsed in 1991. Cimbala contends that nuclear weapons and the psychology of nuclear deterrence will remain important after 2000, but the character of that importance will change. No longer will nuclear weapons be the dominators of military technology. Instead, advanced technology conventional weapons, based on information and electronics, will supplant nuclear weapons as the instruments of military supremacy in the 21st century. What, Cimbala asks, can be expected of nuclear weapons in the 21st century, given what we have learned from previous experience in the Cold War and in the 1990s? Cimbala expects that nuclear weapons will spread among currently non-nuclear states, and states with regional grievances or hegemonic aspirations will seek to deploy small nuclear forces as deterrents against neighbors or against outside intervention by the United States in regional conflicts. Regional rogue states may also obtain nuclear weapons. Nonetheless, as Cimbala explains, the international balance of power is unlikely to change. As he makes clear, power will be less dependent on deployed military platforms and more dependent on information warfare. A thoughtful and provocative analysis that will be of particular interest to policy makers, scholars, and other researchers involved with arms control, security studies, and international relations.

The author explores the RMA hypothesis both theoretically and historically. The book argues that the conduct of an RMA has to be examined as a form of strategic behaviour, which means that, of necessity, it must "work" as strategy works. The great RMA debate of the 1990s is reviewed empathetically, though sceptically, by the author, with every major school of thought allowed its day in court. The author presents three historical RMAs as case studies for his argument: those arguably revealed in the wars of the French Revolution and Napoleon; in World War I; and in the nuclear age. The focus of his analysis is how these grand RMAs functioned strategically. The conclusions that he draws from these empirical exercises are then applied to help us understand what, indeed, is - and what is not - happening with the much vaunted information-technology-led RMA of today.

While other books describe current Russian practice, Oscar Jonsson provides the long view to show how Russian military strategic thinking has developed from the Bolshevik Revolution to the present. He closely examines Russian primary sources including security doctrines and the writings and statements of Russian military theorists and political elites. What Jonsson reveals is that Russia's conception of the very nature of war is now changing, as Russian elites see information warfare and political subversion as the most important ways to conduct contemporary war. Since information warfare and political subversion are below the traditional threshold of armed violence, this has blurred the boundaries between war and peace. Jonsson also finds that Russian leaders have, particularly since 2011/12, considered themselves to be at war with the United States and its allies, albeit with non-violent means. This book provides much needed context and analysis to be able to understand recent Russian interventions in Crimea and eastern Ukraine, how to deter Russia on the eastern borders of NATO, and how the West must also learn to avoid inadvertent escalation.
