The book examines the texts of Lenin, Bukharin, and other revolutionaries, as well as the interpretations of contemporary historians of the revolution and the writings of more recent interpreters of Soviet political and economic history. Arguing that the first three years of the Bolshevik regime (1918-1921) constitute an attempt to carry out the Marxian ideal of comprehensive central planning, and that the disastrous results, which all commentators agree occurred, were the inevitable outcome of this Marxian ideal coming into conflict with the economic reality of the coordination problem that all economic systems face, the book draws clear conclusions and elucidates the air of mystery that often surrounds the subject. Offering a radical challenge to contemporary comparative political economy at the level of high theory, applied research, and public policy, this book is appropriate for students and scholars interested in Marxism, economic history, political economy, and Austrian economics.

He investigates whether power parity and dissatisfaction with the status quo have an impact within Africa, the Far East, the Middle East and South America. Lemke argues that there are similarities across these regions and levels of power, and that parity and dissatisfaction are correlates of war around the world. The extent to which they increase the risk of war varies across regions, however, and the book looks at the possible sources of this cross-regional variation, concluding that differential progress toward development is the likely cause. This study identifies the place and role of foreign aid in economic growth in the market-type post-transitional Russian economy and concludes that foreign aid does not play any significant role in the national economy, contrary to what would follow from the classical poverty trap theory, considered, reviewed, applied and tested in this study. Development economists should not overestimate the role of foreign aid in overcoming the poverty trap in those developing economic systems that are currently not in equilibrium and only move toward their steady state. The book will be of interest to those who want to learn more about specific problems in Russia’s newly built capitalism, the country’s perspectives and its current semi-peripheral status.
