Book excerpt: The purpose of this thesis was to build a prototype decision aid that can use knowledge about Soviet military doctrine and tactics to infer when, where and how the Soviet Army plans to attack NATO defenses given intelligence data about Soviet (Red) military units, terrain data, and the positions of the NATO (Blue) defenses. This study raises issues that must be resolved before such a decision aid, which is part of the Rapid Application of Air Power concept, can become operational. This study first examines the need to shorten the C2 decision cycle in order for the ATOC staff to keep pace with the tempo of modern warfare. The Rapid application of Air Power is a concept that includes automating various steps in the decision cycle to allow air power to be applied proactively to stop Soviet forces before they obtain critical objectives. This study presents a structure for automating the second step in the decision cycle, assessing and clarifying the situation, through a knowledge-based decision aid for interpreting intelligence data from the perspective of Soviet (Red) doctrine and estimating future Red tactical objectives and maneuvers.
