Book excerpt: This book examines post-colonial and post-independence challenges facing South Sudan, both external and internal factors as it transitions into becoming a nation state. Other focuses are issues that hinder the implementation of good governance, delivery of services to the people, preservation of the environment and natural resources, and the unity among South Sudans multiple ethnicities. The book also briefly touches on my personal journey in pursuit of elementary and higher education, a rough journey that began in a country that has been ravaged by a civil war. Therefore, it would serve as informative and inspirational to those who may face difficult experiences as a refugee or emigrants. In addition, this book supposed to be published in the summer of 2013; however, the author was caught in a civil war that broke out while on a visit in South Sudan and he escaped near death twice, in the Juba massacres of the Nuers and the attack on his home town of Ulang, all were carried out by the South Sudan military, ordered by countrys leader, Salva Kiir Mayardit. As a result, the author was stranded in the remote area of South Sudan for more than a year before he could finally return to the United States. Since this book is written from Social Responsibility and Social Justice perspectives, it addresses some of the issues that affect individual and the society as whole. And some of the Issues covered in this book were among the forecasting challenges and problems that are now facing people of South Sudan under the leadership of Salva Kiir and some of them came to reality as I predicted them during the writings of this book.

It argues that the amplification of uncertainty in some cases and its extenuation in others can be better understood by focusing on forms that can either hold the world together or invite doubt. Uncertainty, then, need not be seen solely as a debilitating problem, but also as an opportunity to create other futures.

The process leading to independence was driven by the Sudan Peoples' Liberation Movement, a primarily Southern rebel force and political movement intent on bringing about the reformed unity of the whole Sudan. Through the Comprehensive Peace Agreement of 2005, a six year peace process unfolded in the form of an interim period premised upon 'making unity attractive' for the Sudan. A failed exercise, it culminated in an almost unanimous vote for independence by Southerners in a referendum held in January 2011. Violence has continued since, and a daunting possibility for South Sudan has arisen - to have won independence only to descend into its own civil war, with the regime in Khartoum aiding and abetting factionalism to keep the new state weak and vulnerable. Achieving a durable peace will be a massive challenge, and resolving the issues that so inflamed Southerners historically - unsupportive governance, broad feelings of exploitation and marginalisation and fragile ethnic politics - will determine South Sudan's success or failure at statehood. In South Sudan's Fateful Struggle, Steven C. Roach analyzes these persistent effects of the South-South war, showing how they disrupted the transition to statehood and divided the transitional government of national unity in South Sudan. Throughout, he stresses the centrality of elite mismanagement and the durable dynamics of war which have shaped the country's troubled political destiny. The government, plagued by patronage-fueled corruption and patrimonialism, continues to rely on the threat of violence to govern the country and to delay the transition to a new government of national unity. Roach argues that in naturally sowing division and distrust, government elites must ultimately learn to engage civil society to achieve long-term peace, accountability, and justice. The severe economic crisis following the separation and the importance of creating political solutions instead of using technical approaches to work on the multitude of challenges affecting each of the two countries and the interrelations between them were also scrutinised. The participants intensely exchanged views and experiences on the difficulties and successes in taking responsibility rather than being dependent on foreign assistance. Discussions revealed strong potentials in both societies to overcome such problems; to initiate processes of reconciliation, and to consolidate peace. They shed light on the complex processes of nation-building and the creation of meaningful constitutions. This book attempts to capture at least some of this multitude of insights and aspects that had shaped the conference.

However, as a result of issues that were not resolved by the CPA, conflicts within the two countries have reignited conflict between them because of allegations of support for each other’s rebels. In Bound by Conflict: Dilemmas of the Two Sudans, Francis M. Deng and Daniel J. Deng critique the tendency to see these conflicts as separate and to seek isolated solutions for them, when, in fact, they are closely intertwined.
