Book excerpt: Professing a policy of cultural and social integration, the American settlement house movement made early progress in helping immigrants adjust to life in American cities. However, when African Americans migrating from the rural South in the early twentieth century began to replace white immigrants in settlement environs, most houses failed to redirect their efforts toward their new neighbors. Nationally, the movement did not take a concerted stand on the issue of race until after World War II. In Black Neighbors, Elisabeth Lasch-Quinn analyzes this reluctance of the mainstream settlement house movement to extend its programs to African American communities, which, she argues, were assisted instead by a variety of alternative organizations. Lasch-Quinn recasts the traditional definitions, periods, and regional divisions of settlement work and uncovers a vast settlement movement among African Americans. By placing community work conducted by the YWCA, black women's clubs, religious missions, southern industrial schools, and other organizations within the settlement tradition, she highlights their significance as well as the mainstream movement's failure to recognize the enormous potential in alliances with these groups. Her analysis fundamentally revises our understanding of the role that race has played in American social reform.

Book excerpt: examines relations between Southeastern Indians who were removed to Indian Territory in the early nineteenth century and Southern Plains Indians who claimed this area as their own. These two Indian groups viewed the world in different ways. The Southeastern Indians, primarily Choctaws, Cherokees, Creeks, Chickasaws, and Seminoles, were agricultural peoples. By the nineteenth century they were adopting American "civilization": codified laws, Christianity, market-driven farming, and a formal, Euroamerican style of education. By contrast, the hunter-gathers of the Southern Plains-the Comanches, Kiowas, Wichitas, and Osages-had a culture based on the buffalo. They actively resisted the Removed Indians' "invasion" of their homelands. The Removed Indians hoped to lessen Plains Indian raids into Indian Territory by "civilizing" the Plains peoples through diplomatic councils and trade. But the Southern Plains Indians were not interested in "civilization" and saw no use in farming. Even their defeat by the U.S. government could not bridge the cultural gap between the Plains and Removed Indians, a gulf that remains to this day.

Book excerpt: On the surface, Mexican Americans and Mexican immigrants to the United States seem to share a common cultural identity but often make uneasy neighbors. Discrimination and assimilationist policies have influenced generations of Mexican Americans so that some now fear that the status they have gained by assimilating into American society will be jeopardized by Spanish-speaking newcomers. Other Mexican Americans, however, adopt a position of group solidarity and work to better the social conditions and educational opportunities of Mexican immigrants. Focusing on the Mexican-origin, working-class city of La Puente in Los Angeles County, California, this book examines Mexican Americans' everyday attitudes toward and interactions with Mexican immigrants—a topic that has so far received little serious study. Using in-depth interviews, participant observations, school board meeting minutes, and other historical documents, Gilda Ochoa investigates how Mexican Americans are negotiating their relationships with immigrants at an interpersonal level in the places where they shop, worship, learn, and raise their families. This research into daily lives highlights the centrality of women in the process of negotiating and building communities and sheds new light on identity formation and group mobilization in the U.S. and on educational issues, especially bilingual education. It also complements previous studies on the impact of immigration on the wages and employment opportunities of Mexican Americans.

In pre-colonial times, the Tiv, needing additional farm lands, began displacing their southern neighbours and settling on their farms. In retaliation, teams of Ogirinya headhunters targeted lone Tiv women and farmers. The Tiv's answer to this loss of life was to adopt Ogirinya themselves, and clandestine mutual headhunting then became a standing blood feud that escaped the notice of the colonial administration for years. During an official inquiry into the causes of the 1985 Tsar-Obudu War, both parties confessed that Ogirinya was the main cause of their inter-ethnic wars. Once the leaders of the neighbouring local government areas agreed to ban Ogirinya and to set up a joint monitoring committee, peace returned to the borderlands. In addition to the conflicts, Ayangaor also covers the intermarriages, friendships, pacts, and palm wine drinking orgies of these interdependent peoples. Book excerpt: From the Spanish Inquisition to Nazi Germany to the United States today, ordinary people have often chosen to turn in their neighbors to the authorities. What motivates citizens to inform on the people next door? In Judge Thy Neighbor, Patrick Bergemann provides a theoretical framework for understanding the motives for denunciations in terms of institutional structures and incentives. In case studies of societies in which denunciations were widespread, Bergemann merges historical and quantitative analysis to explore individual reasons for participation. He sheds light on Jewish converts’ shifting motives during the Spanish Inquisition; when and why seventeenth-century Romanov subjects fulfilled their obligation to report insults to the tsar’s honor; and the widespread petty and false complaints filed by German citizens under the Third Reich, as well as present-day plea bargains, whistleblowing, and crime reporting. Bergemann finds that when authorities use coercion or positive incentives to elicit information, individuals denounce out of self-preservation or to gain rewards. However, in the absence of these incentives, denunciations are often motivated by personal resentments and grudges. In both cases, denunciations facilitate social control not because of citizen loyalty or moral outrage but through the local interests of ordinary participants. Offering an empirically and theoretically rich account of the dynamics of denunciation as well as vivid descriptions of the denounced, Judge Thy Neighbor is a timely and compelling analysis of the reasons people turn in their acquaintances, with relevance beyond conventionally repressive regimes.
