This system would also cover the southern region. The document describes the features that this system should have, taking as its source the European cohesion policy, which focuses on regional development based on smart specialization (RIS3) and allows to identify regions with economic and social knowledge-based activity. European regional policy, therefore, identifies Southern Catalonia as a Knowledge Region, and provides an operational definition of the region. There is, first, a bottom-up need that arises from the concerns and demands repeatedly expressed by the various levels of society whenever a decision with strategic regional scope has had to be taken (on infrastructure, health, tourism, industrial development, etc.). And, as the document shows, there is also a top-down need: European policies need to be implemented more effectively to allow for cohesive growth. The document discusses the desirability of defining the attributes of the NUTS2 region, and analyses the advantages of doing so (and the disadvantages of not doing so), the main strengths and weaknesses of the region and the difficulties that need to be overcome. With this document, Universitat Rovira i Virgili’s Chair for the University and Knowledge Region rises to the challenge of facilitating and contributing to the organization of a system of governance for Southern Catalonia as a region of knowledge. The document also describes the action plan that is being put into practice by the URV Chair for the University and Knowledge Region to help define the Southern Catalonia region.

In this landscape, we took the initiative of organizing an informal meeting for experts with an interest and expertise on PhD supervisory training, the Tarragona Think Tank on PhD supervisory training: challenges and good practices, hosted by University Rovira i Virgili (URV, Tarragona). This event allowed both the presentation of individual university experiences and the undertaking of a collective reflection on challenges, impact assessment and the visualisation of an ideal future for PhD supervisory training. Noting the need for more concerted efforts and practices, the present book is precisely a first tangible outcome of this concerted effort. Looking forward, we expect that this book can help setting the basis for the development of a network or alliance between the participating organisations and an ongoing effort aimed at bringing the professionalization of doctoral supervisors to the forefront in education policy at the university level. In sum, we hope that this contribution can help materialising ideas into actions.

It is Catalan. Its uniqueness is apparent because of its language, but it is real because of its approach to trade, business development, education, and political development. Catalonia was one of the first regions in the world to adopt a methodology aimed at boosting competitiveness in a geographical area by improving the strategy and working environment of its companies. Today there are sound economic and business arguments supporting the case for Catalan independence. Historically, the development of California owes much to Catalonia and two CatalansJunipero Serra and Gaspar de Portola. Serra found his first mission, the Mission San Diego on July 16, 1769, and then followed with nine more missions along the California coast to San Francisco. Gaspar de Portola was a Catalan born in OS de Balaguer, Lleida, in 1716. He was a soldier and governor of California. When I started to write this story, I wondered who would help me critically and constructively. I need not have been concerned. My life partner, Montserrat Trueta, is always there with innovative support and technical and literal aid. Numerous people here in Barcelona have been very supportive, especially Toni Strubble and Miquel Strubble. I want to give special thanks to Josep Trueta, who has been a great friend for over twenty-five years and strongly encouraged me to write this book. Book excerpt: Wind energy is often portrayed as a panacea for the environmental and political ills brought on by an overreliance on fossil fuels, but this characterization may ignore the impact wind farms have on the regions that host them. Power Struggles investigates the uneven allocation of risks and benefits in the relationship between the regions that produce this energy and those that consume it. Jaume Franquesa considers Spain, a country where wind now constitutes the main source of energy production. In particular, he looks at the Southern Catalonia region, which has traditionally been a source of energy production through nuclear reactors, dams, oil refineries, and gas and electrical lines. Despite providing energy that runs the country, the region is still forced to the political and economic periphery as the power they produce is controlled by centralized, international Spanish corporations. Local resistance to wind farm installation in Southern Catalonia relies on the notion of dignity: the ability to live within one's means and according to one's own decisions. Power Struggles shows how, without careful attention, renewable energy production can reinforce patterns of exploitation even as it promises a fair and hopeful future.
