It focuses on the role of the United Nations Organization (UNO) in the application of article 76 b of the UN Charter and United Nations General Assembly Resolution 1608 XV of April 21 1961 on the Future of The Trust Territory of the Cameroons under the United Kingdom Administration. The work argues that the UNO, failed to supervise the proper transition of the Territory from a Trusteeship Province into an Independent or Self-Governing State as per the Charter and Resolutions provisions. The paper examines the transition of the territory from 1954 when it gained quasi-regional autonomy, through the plebiscite, federation with the independent Republic of Cameroon from 1961 to 1972 when the two became a unitary state. The conduct of the Cameroun Republic thereafter, which in 1984, regained the name acquired at independence with the peoples and territory of Southern Cameroons now part of the State. This act it is argued was a logical obliteration of the identity of Southern Cameroons. It concludes that the decolonization failed with recommendations including a referral to the International Court of Justice.

With a colonial situation much more finely nuanced, complex and ambiguous, British Southern Cameroons is still colonially occupied. Sorting out what colonial influences inform British Southern Cameroons' quest to 'restore independence and sovereignty' in postcolonial life becomes increasingly difficult. In British Southern Cameroons: Nationalism & Conflict in Postcolonial Africa, a distinguished group of contributors examine the British Southern Cameroons' nationalism conflict from a variety of perspectives. The volume indicts the colonial occupation of the West African territory, one example where the United Nations, the organization formed to resolve conflicts is viewed as having created one in spite of its own Resolution 1514 of 1960 granting independence to colonial territories and peoples. The volume reveals one striking fact about nationalism struggles - that ordinary people and groups in colonial situations are not passive subjects of those political, historical and other circumstances, which they neither sought nor created, and which they understand and want to change. As such, the spontaneous reactions that the Southern Cameroons Question threatens African integration harbor the danger that those who have such reactions do so in a vacuum and out of context. They probably ignore the fact that there are United Nations and international principles governing the relations between peoples. They may ignore the principles governing issues of territorial acquisition as well as the freedoms and rights that all peoples are entitled to enjoy. They may also simply ignore the existence of international instruments against the crimes that no people may commit against another. It is these principles that govern the context within which all countries and people operate and interact. If these spontaneous reactions are not to become the law, then we must always examine nationalist complaints and conflicts in light of the principles laid down to govern the relations between peoples.

However, in 1945, when the United Nations was founded, large parts of the world were still under imperial control. Building States investigates how the UN tried to manage the dissolution of European empires in the 1950s and 1960s—and helped transform the practice of international development and the meaning of state sovereignty in the process. Eva-Maria Muschik argues that the UN played a key role in the global proliferation and reinvention of the nation-state in the postwar era, as newly independent states came to rely on international assistance. Drawing on previously untapped primary sources, she traces how UN personnel—usually in close consultation with Western officials—sought to manage decolonization peacefully through international development assistance. Examining initiatives in Libya, Somaliland, Bolivia, the Congo, and New York, Muschik shows how the UN pioneered a new understanding and practice of state building, presented as a technical challenge for international experts rather than a political process. UN officials increasingly took on public-policy functions, despite the organization’s mandate not to interfere in the domestic affairs of its member states. These initiatives, Muschik suggests, had lasting effects on international development practice, peacekeeping, and post-conflict territorial administration. Casting new light on how international organizations became major players in the governance of developing countries, Building States has significant implications for the histories of decolonization, the Cold War, and international development.

Piet Konings rejects such notions and argues that the relationship between civil society and the politics of belonging is more complex in Africa than Western donors and scholars are inclined to admit. He argues that ethno-regional associations and movements are more significant constituents of civil society in Africa than the conventional organizations that are often uncritically imposed or endorsed. He shows how the politics of belonging, so pervasive in Cameroon, and indeed much of Africa, during the current neoliberal economic and political reforms, has tended to penetrate the entire range of associational life, and he calls for a critical re-appraisal of prevalent notions and assumptions about civil society in the interest of African reality.

The book is the outcome of research carried out by Fongot Kini between 2004 and 2009. The work is intended to serve as first hand exhaustive information on the live situation in the contested Bakassi Cameroon-Nigeria border region. The term Bakassi engenders multiple meanings loaded with many conflicting emotional, spiritual and material interests. Native inhabitants are systematically disinherited of their ancestral cultural heritage and socio-economic resources. They are bastardised, humiliated and scammed by unscrupulous opportunists who deliberately misidentify them with intentions of dispossessing them of their ancestral lands and natural resources. Overall the author is in sympathy with the Bakassi who he argues have been marginalised and neglected by the Cameroon state. In particular, the value of the indigenous communities in terms of local economies as well as securing this vital border area has not been recognised and various external groups have been either allowed or encouraged to settle there to both the detriment of local populations and to the security of the region.

Book excerpt: This study explores the predicament of Anglophone Cameroon from the experiment in federation from 1961 to the political liberalisation struggles of the 1990s to challenge claims of a successful post-independence Cameroonian integration process. Focusing on the perceptions and actions of people in the Anglophone region, Atanga argues that what has come to be called the Anglophone Problem constitutes one of the severest threats to the post-colonial nation-state project in Cameroon. As a linguistic and cultural minority, Anglophone Cameroonians realised that the Francophone-led state and government were keener in assimilation than in implementing the federal and bilingual nation agreed upon at reunification in 1960. Calls for national integration became simply a subterfuge for the assimilation of Anglophones by Francophones who dominated the state and government. The book details the various measures undertaken to exploit the Anglophone regions economy and marginalise its people. Principally the economic structures meant to facilitate self-reliant development were undermined and destroyed. Institutionalised discrimination took the form of the exclusion of Anglophones from positions of real authority, and depriving the region of any meaningful development. With the advent of multi-party politics, most Anglophone Cameroonians increasingly have made vocal demands for a return to a federation, in order to adequately guarantee their rights and recognition for them as a political and cultural minority. Actively encouraged by France, the Francophone-led regime in Cameroon has refused to yield to such demands, despite the grave danger of violent conflict and possible secession.
