Book excerpt: This book explores regionalism in the Southern African Development Community (SADC) and highlights the influence of the European Union (EU) as an extra-regional actor on the organization and integration process. The analysis is guided by theory and explains the emergence, institutional design and performance of SADC’s major integration projects in the issue areas of the economy, security and infrastructure. It provides in this way a profound assessment of the organization as a whole. The study shows that South Africa plays a regional key role as driver for integration while external influence of the EU is ambivalent in character because it unfolds a supportive or obstructive impact. The author argues that the EU gains influence over regional integration processes in the SADC on the basis of patterns of asymmetric interdependence and becomes a ‘game-changer’ insofar as it facilitates or impedes solutions to regional cooperation problems.

Using the new concepts of sadcness and sadcnization, this book operationalizes from legal, communication, and awareness perspectives, the nexus of the people of Southern Africa, democratization, and integration in the SADC region. That is one of the conclusions in this policy dialogue, which provides an overview of political and economic developments relevant to regional peace and security in Southern Africa. While the region continues to experience isolated armed conflicts, and while developmental backlogs present a major risk to regional stability in the long run, currently the most acute source of instability stems from governance deficits, which in the past decade have prompted crises in many of the member states of the Southern African Development Community (SADC). SADC's institutional framework for regional peace and security has proven ineffective because SADC leaders have prioritised national sovereignty over the enforcement of democratic principles. The institutions have little capacity as they lack material and political support. The governance deficits and SADC's lacklustre conflict management may in the long run arrest development in Southern Africa.

Book excerpt: Southern Africa is a region richly endowed with human, natural, agricultural and mineral resources but the majority of people live in extreme poverty, and declining life expectancy and limited access to basic services and infrastructure. The problem is compounded by civil strife and wars, high crime rate, corruption, trade in illicit drugs and the spread of HIV/AlDS. The challenge is to accelerate economic growth in order to improve the living conditions of the peoples of Southern Africa and reduce dependence on South Africa. To achieve this, the Declaration and Treaty establishing the Southern African Development Community (SADC), which has replaced the Coordination Conference, was signed at the Summit of Heads of State or Government on 17 August 1992, in Windhoek, Namibia. The central objective was to intensify cooperation among the countries and economic integration. SADC identified the development of transport and communication as the key strategy towards economic integration. The purpose of this paper is to systematically examine this strategy. Specifically the paper assesses the relevance, achievements and challenges facing the member states.
