Book excerpt: This report presents the results of a comparative study conducted in 1986-87 in San Diego, California, of the adaptation of refugee youth from Vietnam, Cambodia, and Laos. The project examined both successes and problems of these refugee youth regarding their educational and occupational attainments and aspirations, and evaluated their prospects for economic self-sufficiency in the United States. Data were drawn from the Indochinese Health & Adaptation Research Project (IHARP) longitudinal surveys, the San Diego City Schools (including complete academic histories), the San Diego County Probation Department, and intensive qualitative interviews with 76 informants. Findings are presented in the following areas: (1) characteristics of San Diego high school students; (2) grade point averages of San Diego high school students; (3) characteristics of Southeast Asian students and their parents; (4) grade point averages of Southeast Asian students; (5) standardized test achievement scores; (6) determinants of educational attainment; (7) occupational aspirations of Southeast Asian students; (8) problem areas: student dropouts, school suspensions, and juvenile delinquency; (9) adaptive resources: social class and cultural characteristics; (10) adaptive contexts: family, school, and community; and (11) adaptive strategies: acculturation and coping. Data are presented in 50 figures and tables.

Book excerpt: Disrupting Displacement is a critical ethnography of the process through which Southeast Asian refugees transform spaces that treat us as "temporary" e.g., schools, the city, the nation into a place of culture, identity and belonging. The findings draw on over 1500 hours of participant observation from 2017-2019 in Philadelphia; seventy-two interviews with high school-aged youth and eleven interviews with youth workers and organizational leaders; and site documents. Using a conceptual framework that draws on racialization theory and Critical Refugee Studies, this project interrogates how Southeast Asian refugees continue to be erased from the history of the United States, which in turn, displace Southeast Asian refugee youth from not only their history, identity, and culture but also belonging to their schools, the city, and nation. Through an examination of educational experiences of Southeast Asian high school youth in a social justice, community-based educational program in Philadelphia, the project's findings demonstrate: (1) the ways in which low-income Southeast Asian refugee students are silenced and denied asset-based learning environments in public education; (2) the racialized, intergenerational and economic trauma faced by low-income, urban Asian American youth, and the structures that reproduce these harms; (3) refugee knowledge and refugitude; and (4) community-based educational spaces as pedagogically rich arenas for culturally relevant education for political and social change. By articulating the descendants of Southeast Asian refugees as rightful inheritors of refugee identity and experiences, my study challenges definitions of refugee status proffered by international and state laws and reframes the refugee as a knowledge producer and political actor rather than a problem to be solved.

Book excerpt: This report examines the social and economic adaptation of Indo-Chinese refugee minors in the United States. Its objective is to provide possible guidelines for assistance programmes and refugee personnel. The findings are based on questionnaires completed by refugee personnel and unaccompanied refugee minors. The report is divided into three sections: the first describes assistance programmes for unaccompanied refugee minors; the second surveys the results of a questionnaire completed by 420 out of the total of 1,445 children in the assistance programmes; and, the third analyses two questionnaires sent to organizations involved in the programmes. The authors note that the assistance programmes include cultural and vocational orientation to the United States; occasional support for the refugees' cultural heritage; and, evaluation and assessment of refugees upon arrival to provide information for their subsequent placement and care. They point out that integration has been easier for those children whose needs were carefully evaluated. At the same time, they found that, in contrast with adult refugees, schooling and special English language courses have given the majority of the refugee minors a reasonable command of English. In addition, and again unlike their adult counterparts, the children tended to move more easily within and between their own and the US culture. The authors' recommendations include: 1) refugee personnel should be provided with better background information on the refugees' culture and society; 2) measures should be taken to reduce staff turnover in order to ensure continuity of care; 3) an evaluation should be carried out on the long-term effects of the assistance programmes; and 4) the similarities and differences in the integration process for children and adult refugees should be studied.
