They range from the urban youth with laptops and highspeed Wi-Fi, to the older generation semi-rural and rural users with affordable mobile phones for Facebook and WhatsApp. Southeast Asians generally trust social media platforms more than in Western societies. This trust in social media reflects a lack of trust in local mainstream media and official sources of information. What campaign information (and disinformation) is being spread and which ones are most successful are essential for understanding how voters in Southeast Asia use and trust social media. Social media platforms and Southeast Asia’s “app industry” need clearer and enforced regulation on their use of data and the extent to which they can sell data to advertisers. These advertisers include, but are not limited to, politicians and political parties. Since the future of social media usage will likely lie in closed groups, the role of big data analyses that have dominated research on social media over the past ten years, is likely to regress. Instead, ethnographic scholars who can access these groups and engage with their particular interests and identities are more likely to be useful in understanding the digital sphere in the future.

Leading scholar Donald E. Weatherbee follows ASEAN from its inception in 1967, when it was founded with the goal of promoting peace, stability, security, and economic growth in the region. Throughout, a basic assumption of its leaders has been that the achievement of the first three conditions is necessary for the fourth. Weatherbee traces ASEAN’s three reinventions: in 1976, it made security a primary Cold War interest; in 1992, it refocused on economic integration; in 2007, it adopted the ASEAN Charter, which was the legal basis for the establishment of the ASEAN Community in 2015. He shows how at each stage of its development, ASEAN has dealt at three levels of action: the regional international order; intra-ASEAN relations; and the spillover of the domestic politics of member states into regional relations, particularly on questions of democracy and human rights. ASEAN’s greatest contemporary political challenge is in adapting to the regional impact of the US–China rivalry, particularly over South China Sea issues. Setting aside the classic story of anxiety about falling dominoes, Wen-Qing Ngoei articulates a new regional history premised on strong security and sure containment guaranteed by Anglo-American cooperation. Ngoei argues that anticommunist nationalism in Southeast Asia intersected with preexisting local antipathy toward China and the Chinese diaspora to usher the region from European-dominated colonialism to US hegemony. Central to this revisionary strategic assessment is the place of British power and the effects of direct neocolonial military might and less overt cultural influences based on decades of colonial rule, as well as the considerable influence of Southeast Asian actors upon Anglo-American imperial strategy throughout the post-war period. Arc of Containment demonstrates that American failure in Vietnam had less long-term consequences than widely believed because British pro-West nationalism had been firmly entrenched twenty-plus years earlier. In effect, Ngoei argues, the Cold War in Southeast Asia was but one violent chapter in the continuous history of western imperialism in the region in the twentieth century.

The authors argue that both China and the US are attempting to impose their respective preferred orders to the region and that the observed disputes are due to the clash of two competing order-building projects. Ordering the maritime space is essential for these two countries to validate their national identities and to achieve ontological security. Because both are ontological security-seeking states, this imperative gives them little room for striking a grand bargain between them. The book focuses on how China and the US engage in practices and discourses that build, contest, and legitimise the two major ordering projects they promote in the region. It concludes that China must act in its legitimation strategy in accordance with contemporary publicly accepted norms and rules to create a legitimate maritime order, while the US should support ASEAN in devising a multilateral resolution of the disputes.

Today, the Philippines, Indonesia, and Malaysia are primarily exporters of their surplus of cheap labor, with more than ten million emigrants from the region working all over the world. How did a prosperous region become a peripheral one? In The Making of a Periphery, Ulbe Bosma draws on new archival sources from the colonial period to the present to demonstrate how high demographic growth and a long history of bonded labor relegated Southeast Asia to the margins of the global economy. Bosma finds that the region’s contact with colonial trading powers during the early nineteenth century led to improved health care and longer life spans as the Spanish and Dutch colonial governments began to vaccinate their subjects against smallpox. The resulting abundance of workers ushered in extensive migration toward emerging labor-intensive plantation and mining belts. European powers exploited existing patron-client labor systems with the intermediation of indigenous elites and non-European agents to develop extractive industries and plantation agriculture. Bosma shows that these trends shaped the postcolonial era as these migration networks expanded far beyond the region. A wide-ranging comparative study of colonial commodity production and labor regimes, The Making of a Periphery is of major significance to international economic history, colonial and postcolonial history, and Southeast Asian history.
