Book excerpt: Developing a framework to study "what makes a region," Amitav Acharya investigates the origins and evolution of Southeast Asian regionalism and international relations. He views the Association of Southeast Asian Nations (ASEAN) "from the bottom up" as not only a U.S.-inspired ally in the Cold War struggle against communism but also an organization that reflects indigenous traditions. Although Acharya deploys the notion of "imagined community" to examine the changes, especially since the Cold War, in the significance of ASEAN dealings for a regional identity, he insists that "imagination" is itself not a neutral but rather a culturally variable concept. The regional imagination in Southeast Asia imagines a community of nations different from NAFTA or NATO, the OAU, or the European Union. In this new edition of a book first published as The Quest for Identity in 2000, Acharya updates developments in the region through the first decade of the new century: the aftermath of the financial crisis of 1997, security affairs after September 2001, the long-term impact of the 2004 tsunami, and the substantial changes wrought by the rise of China as a regional and global actor. This book is the first to comprehensively chart the development of Southeast Asia’s relations with the People’s Republic of China (PRC) from 1949 to 2010, detailing each of the eleven countries’ ties to the PRC and showing how strategic concerns associated with China's regional posture have been a significant factor in shaping their foreign and defence policies. In addition to assessing bilateral ties, the book also examines the institutionalization of relations between the Association of Southeast Asian Nations (ASEAN) and China. The first part of the book covers the period 1949-2010: it examines Southeast Asian responses to the PRC in the context of the ideological and geopolitical rivalry of the Cold War; Southeast Asian countries’ policies towards the PRC in first decade of the post-Cold War era; and deepening ties between the ASEAN states and the PRC in the first decade of the twenty-first century. Part Two analyses the evolving relationships between the countries of mainland Southeast Asia - Vietnam, Thailand, Myanmar, Laos and Cambodia - and China. Part Three reviews ties between the states of maritime Southeast Asia - Indonesia, Malaysia, Singapore, the Philippines, Brunei and East Timor - and the PRC. In turn, constructivists have found themselves under fire from an array of competing approaches. This collection engages this emerging debate. It underscores the point that Southeast Asia is now an important site for applying new theories of international relations. It also demonstrates that theoretical frameworks originally developed in North America and Europe have to be adapted to the specific circumstances found in places like Southeast Asia and that this process can enrich theory building. The chapters in this book focus on the realist/neorealist, constructivist, English School and critical approaches. The resulting debate helps to shed light on ways of analysing Southeast Asian relations as well as on the evolution of these key theoretical frameworks. How has a group of lesser, self-identified Southeast Asian powers gone beyond its original regional purview to shape the form and content of Asian Pacific and East Asian regionalisms? According to Alice Ba, the answers lie in ASEAN's founding arguments: arguments that were premised on an assumed regional disunity. She demonstrates how these arguments draw critical causal connections that make Southeast Asian regionalism a necessary response to problems, give rise to its defining informality and consensus-seeking process, and also constrain ASEAN's regionalism. Tracing debates about ASEAN's intra- and extra-regional relations over four decades, she argues for a process-driven view of cooperation, sheds light on intervening processes of argument and debate, and highlights interacting material, ideational, and social forces in the construction of regions and regionalisms.

This book examines the Fukuda Doctrine in the context of Japan-Southeast Asia relations, and discusses the possibility of a non-realist approach in the imagining and conduct of international relations in East Asia. The collapse of 54 years of Liberal Democratic Party rule and the advent of a new Democratic Party of Japan raises the question of whether the Fukuda Doctrine is still relevant as a framework to analyse Tokyo's policy and behaviour towards Southeast Asia. Looking at its origins and norms amidst three decades of change, the book argues that the Fukuda Doctrine is still relevant to Japan-Southeast Asian relations, and should be extended to relations between China and Japan if an East Asian Community is to be built. The book goes on to discuss the Fukuda Doctrine in relation to the power shift in Asia, including the revitalization of Japan's security role. By providing a detailed understanding of a non-western perspective of Japan's relationship with Southeast Asia, this book is a useful contribution for students and scholars of Asian Studies, Politics and International Relations.

Book excerpt: Since it began in 2008, the dispute over the temple of Preah Vihear and its adjacent area has envenomed Thai-Cambodian relations. Puangthong R. Pawakapan argues that initially Thai-Cambodian cooperation on the temple had begun within the framework of Thailand’s strategy to become a regional economic centre and leader. It was the first time in Southeast Asia that two formerly antagonistic states were employing cultural methods to settle a territorial dispute and turned it into a symbol of friendship and cooperation between the two countries. But the ultra-nationalist movement derailed this essay in cooperation. Instead, the temple became a symbol of hatred between the two countries. The ultra- nationalists’ success has to be attributed to the support it enjoyed from various civic groups and institutions.
