Book excerpt: Now an energy-rich sultanate, for centuries a important trading port in the South China Sea, Brunei has taken a different direction than its Persian Gulf peers. Immigration is restricted, and Brunei’s hydrocarbon wealth is invested conservatively, mostly outside the country. Today home to some 393,000 inhabitants and comprising 5,765 square kilometers in area, Brunei first appears in the historical record at the end of the 10th century. After the Spanish attack of 1578, Brunei struggled to regain and expand its control on coastal West Borneo and to remain within the trading networks of the South China Sea. It later fell under British sway, and a residency was established in 1906, but it took the discovery of oil in Seria in 1929 before the colonial power began to establish the bases of a modern state. Governed by an absolute monarchy, Bruneians today nonetheless enjoy a high level of social protection and rule of law. Ranking second (after Singapore) in Southeast Asia in terms of standards of living, the sultanate is implementing an Islamic penal code for the first time of its history. Focusing on Brunei’s political economy, history and geography, this book aims to understand the forces behind Brunei’s to-and-fro of tradition and modernisation.

The performance of former European and American colonies (Malaysia, Singapore, Burma, Vietnam, Laos, Cambodia, Indonesia, and the Philippines) has been less impressive. Some scholars have attributed the difference to better infrastructure and greater access to education in Japan’s colonies. Anne Booth examines and critiques such arguments in this ambitious comparative study of economic development in East and Southeast Asia from the beginning of the twentieth century until the 1960s. Booth takes an in-depth look at the nature and consequences of colonial policies for a wide range of factors, including the growth of export-oriented agriculture and the development of manufacturing industry. She evaluates the impact of colonial policies on the growth and diversification of the market economy and on the welfare of indigenous populations. Indicators such as educational enrollments, infant mortality rates, and crude death rates are used to compare living standards across East and Southeast Asia in the 1930s. Her analysis of the impact that Japan’s Greater Asian Co-Prosperity Sphere and later invasion and conquest had on the region and the living standards of its people leads to a discussion of the painful and protracted transition to independence following Japan’s defeat. Throughout Booth emphasizes the great variety of economic and social policies pursued by the various colonial governments and the diversity of outcomes. Lucidly and accessibly written, Colonial Legacies offers a balanced and elegantly nuanced exploration of a complex historical reality. Book excerpt: As an academic field in its own right, the topic of border studies is experiencing a revival in university geography courses as well as in wider political commentary. Until recently, border studies in contemporary Southeast Asia appeared as an afterthought at best to the politics of interstate rivalry and national consolidation. The maps set out all agreed postcolonial lines. Meanwhile, the physical demarcation of these boundaries lagged. Large slices of territory, on land and at sea, eluded definition or delineation. That comforting ambiguity has disappeared. Both evolving technologies and price levels enable rapid resource extraction in places, and in volumes, once scarcely imaginable. The beginning of the 21st century's second decade is witnessing an intensifying diplomacy, both state-to-state and commercial, over offshore petroleum. In particular, the South China Sea has moved from being a rather arcane area of conflict studies to the status of a bellwether issue. Along with other contested areas in the western Pacific and south Asia, the problem increasingly defines China's regional relationships in Asia, and with powers outside the region, especially the United States. Yet intraregional territorial differences also hobble multilateral diplomacy to counter Chinese claims, and daily management of borders remains burdened by a lot of retrospective baggage. The contributors to this book emphasize this mix of heritage and history as the primary leitmotif for contemporary border rivalries and dynamics. Whether the region's 11 states want it or not, their bordered identity is falling into ever sharper definition, if only because of pressure from extraregional states. This book aims to provide new ways of looking at the reality and illusion of bordered Southeast Asia.

Book excerpt: "Southeast Asia has long been connected by trade, religion and political links to the wider world across the Indian Ocean, and especially to the Middle East through the faith of Islam. However, little attention has been paid to the ties between Muslim Southeast Asia - encompassing the modern nations of Indonesia, Malaysia, Brunei, Singapore and the southern parts of Thailand and the Philippines - and the greatest Middle Eastern power, the Ottoman empire. The first direct political contact took place in the 16th century, when Ottoman records confirm that gunners and gunsmiths were sent to Aceh in Sumatra to help fight against the Portuguese domination of the pepper trade. In the intervening centuries, the main conduit for contact between was the annual Hajj pilgrimage, and many Malay pilgrims from Southeast Asia spent long periods of study in the holy cities of Mecca and Medina, which were under Ottoman control from 1517 until the early 20th century. During the period of European colonial expansion in the 19th century, once again Malay states turned to Istanbul for help. It now appears that these demands for intervention from Southeast Asia may even have played an important role in the development of the Ottoman policy of Pan-Islamism, positioning the Ottoman emperor as Caliph and leader of Muslims worldwide and promoting Muslim solidarity.
