Book excerpt: "This project provides stock assessment information for Southeast Alaska coho salmon (Oncorhynchus kisutch) indicator stocks at Berners River and Hugh Smith Lake. Coho salmon smolt at the Berners River and Hugh Smith Lake are captured, implanted with a coded wire tag (CWT), sampled for age and length, adipose fin clipped, and released unharmed. Concurrent to smolt tagging, a project to collect scales of a known age requires capturing and implanting a CWT into coho salmon fry, later to be recovered as smolt and adults. Returning adult coho salmon are examined for the presence of CWTs, enumerated, and sampled for age, length, and sex. These data are used in combination with estimates of harvest of tagged fish by Alaska Department of Fish and Game port sampling and Mark, Tag and Age Laboratory programs to estimate a variety of parameters for the stocks. These programs, conducted continuously since the 1980s, provide detailed information on long-term population dynamics useful for establishing escapement goals and for managing commercial fisheries that target coho salmon."--Page 1

Age and sex information will be collected from the Buskin River coho salmon run, and the composition of the run by age and sex will be estimated. In addition, coho salmon escapements to 9 other drainages on the Kodiak road system (KRS) will also be indexed. Sustainable escapement goals (SEGs) associated with the American, Olds, and Pasagshak Rivers will be monitored via postseason escapement foot surveys. A simultaneous postseason drone survey will also be conducted on the American and Olds Rivers to continue exploring establishment of drone-based SEGs. Multiple inseason surveys will be conducted by drone at each of the Olds, American, and Pasagshak river drainages to provide inseason run information to fishery managers; the inseason data will also be used to explore new ways of establishing SEGs for the Pasagshak River. Postseason escapement foot surveys will be conducted for the remaining 6 KRS rivers without SEGs (Monashka Creek, Pillar Creek, Sargent Creek, Russian Creek, Salonie Creek, and Roslyn River). The Pasagshak River coho salmon escapement will also be estimated with a temporally stratified mark–recapture study.

The primary purpose of this project is to record abundance and size attributes of steelhead kelts in the Situk River. Observations of abundance and fish size are used to determine if run abundance and size characteristics are changing across time. Decreasing trends in steelhead kelt abundance or size could necessitate changes to sport fishing regulations to help ensure the sustainability of the Situk River steelhead population. Furthermore, kelt abundance in the Situk River is used in combination with other abundance counts of steelhead in Alaska to assess trends, both regionally and statewide, that help sustain all steelhead fisheries in the state. The Situk River weir is also used to gather fish mortalities to obtain matched scale and otolith samples from steelhead for aging verification and archiving. Observations of fishery-related wounds are also recorded to assess potential fishery and predation impacts on steelhead.

Book excerpt: The 2022 forecast of Stikine River sockeye salmon, Oncorhynchus nerka, run abundance is poor and we anticipate very little harvest opportunity for either U.S. or Canadian fisheries. Since 1994, we have almost exclusively relied on the Canadian lower river commercial fishery to provide the stock-specific information that is used to complete the mixed stock run reconstruction for Stikine River sockeye salmon. It is highly likely there will be little commercial fishing opportunity in 2022 to gather this pertinent information. To obtain stock composition data necessary to estimate the inriver abundance, we will continue to conduct a sockeye salmon stock assessment program at Kakwan Point that began in 2021. The project will be conducted in conjunction with the existing Stikine River Chinook salmon, O. tshwaytscha, stock assessment program, and will extend the project through the end of the sockeye salmon run in mid-August. Tissue samples will be collected from sockeye salmon for genetic mixed stock analysis and for use in a genetic mark–recapture study to estimate inriver abundance based on an expansion of the Tahltan stock that is monitored via weir. We will also gather daily CPUE information, capture and spaghetti tag sockeye salmon, and estimate the age, sex, and length composition for sockeye salmon captured at Kakwan Point.

Book excerpt: The Chilkoot Lake sockeye salmon (Oncorhynchus nerka) run, which spawns near Haines, is one of the largest in Southeast Alaska and contributes substantially to harvests in the District 15 commercial drift gillnet fishery in Lynn Canal. This operational plan outlines objectives, methods, and timelines for conducting sockeye salmon stock assessment designed to (1) estimate annual escapement and harvest, (2) provide information for inseason fishery management, and (3) reconstruct runs and assess stock status. The Chilkoot Lake run is managed for a biological escapement goal of 38,000–86,000 fish, which is enumerated through a standard picket weir located just downstream of the lake outlet. Weir counts of sockeye salmon are compared to weekly escapement targets to determine inseason run strength. Genetic mixed stock analysis of weekly sockeye salmon harvests in the District 15 commercial drift gillnet fishery provides stock composition estimates that also guide inseason management of the fishery. Biological sampling, along with escapement enumeration and stock-specific harvest data, allows for total run reconstruction required for escapement goal review.

This large glacial river flows into Taku Inlet about 30 km northeast of Juneau, Alaska. Multiple, independent sampling approaches will be used including coded-wire-tagging of smolt, adult harvest sampling, and an inriver adult mark–recapture experiment. A modified Petersen estimator will be used to estimate the smolt emigration during 2022–2024. A mark–recapture experiment will be used to estimate inriver runs of adult coho salmon in 2022–2024. Radio tags will be used to estimate the number of fish tagged during event 1 of the adult mark–recapture experiment that did not pass the U.S./Canada Border. Inriver harvest will be accounted for in determining escapement estimates for coho salmon annually. Scale samples of coho salmon will be used for age analysis to estimate annual age compositions. Coho salmon smolt will be systematically sampled to estimate the mean length for each species.

Book excerpt: Escapements of Chinook salmon have fallen below the lower bound of the current BEG range for Chilkat River in 3 of the past 5 years, for King Salmon River in 4 of the past 5 years, and for the Taku River in 5 of the past 5 years. In response to guidelines established in the Policy for the management of sustainable salmon fisheries (SSFP), the Alaska Department of Fish and Game (department) recommended the Chilkat and King Salmon River Chinook salmon (Oncorhynchus tshawytscha) stocks be designated as stocks of “management concern” in 2017 followed by approval from the Alaska Board of Fisheries at the 2018 Southeast and Yakutat Finfish and Shellfish meeting. In October 2020, the department recommended the continuation of stock of management concern status for the Chilkat and King Salmon Rivers and to add the Taku River Chinook salmon stock at 2021 Southeast Alaska and Yakutat meeting. A “management concern” is defined as “a concern arising from a chronic inability, despite use of specific management measures, to maintain escapements for a salmon stock within the bounds of the SEG [sustainable escapement goal], BEG [biological escapement goal], OEG [optimum escapement goal], or other specified management objectives for the fishery.” Since 2012, the department has implemented conservative management measures to reduce the harvest of the Chilkat River stock of Chinook salmon and increase escapement. Through these measures, and from actions taken to reduce the harvest of the Taku River stock of Chinook salmon, by extension, harvest on the stock of Chinook salmon from the King Salmon River may likewise have been reduced. Although these management actions have been effective at reducing overall harvest rates, the poor runs have been so low that achievement of BEGs has been problematic.
