Book excerpt: For Victor Hugo, the nineteenth century could be remembered by only its first two years, which established peace in Europe and France's supremacy on the continent. For General Lam Quang Thi, the twentieth century had only twenty-five years: from 1950 to 1975, during which the Republic of Vietnam and its Army grew up and collapsed with the fall of Saigon. This is the story of those twenty-five years. General Thi fought in the Indochina War as a battery commander on the side of the French. When Viet Minh aggression began after the Geneva Accords, he served in the nascent Vietnamese National Army, and his career covers this army's entire lifespan. He was deputy commander of the 7th Infantry Division, and in 1965 he assumed command of the 9th Infantry Division. In 1966, at the age of thirty-three, he became one of the youngest generals in the Vietnamese Army. He participated in the Tet Offensive before being removed from the front lines for political reasons. When North Vietnam launched the 1972 Great Offensive, he was brought back to the field and eventually promoted to commander of an Army Corps Task Force along the Demilitarized Zone. With the fall of Saigon, he left Vietnam and emigrated to the United States. Like his tactics during battle, General Thi pulls no punches in his denunciation of the various regimes of the Republic, and complacency and arrogance toward Vietnam in the policies of both France and the United States. Without lapsing into bitterness, this is finally a tribute to the soldiers who fell on behalf of a good cause.

This has led to a paucity of factually based analyses of the war by South Vietnamese authors. In a project lasting some ten years, and financed by his own hard-earned resources, Colonel Viet has researched, documented, and analyzed the Vietnam War from the perspective of South Vietnamese armor forces, elements in which he himself played an important role as leader, teacher, and innovator. His travels to interview hundreds of people with first-hand knowledge of these matters took him back and forth across the United States (and to Canada, France and Australia) and enabled him to piece together the story as recalled by virtually every senior South Vietnamese who was involved, along with many of lesser rank but important experience, and many Americans as well. Book excerpt: Despite the vast research by Americans on the Vietnam War, little is known about the perspective of South Vietnamese military, officially called the Republic of Vietnam Armed Forces (RVNAF). The overall image that emerges from the literature is negative: lazy, corrupt, unpatriotic, apathetic soldiers with poor fighting spirits. This study recovers some of the South Vietnamese military perspective for an American audience through qualitative interviews with 40 RVNAF veterans now living in San José, Sacramento, and Seattle, home to three of the top five largest Vietnamese American communities in the nation. An analysis of these interviews yields the veterans' own explanations that complicate and sometimes even challenge three widely held assumptions about the South Vietnamese military: 1) the RVNAF was rife with corruption at the top ranks, hurting the morale of the lower ranks; 2) racial relations between the South Vietnamese military and the Americans were tense and hostile; and 3) the RVNAF was apathetic in defending South Vietnam from communism. The stories add nuance to our understanding of who the South Vietnamese were in the Vietnam War.

As the war grew increasingly unpopular with the American public, the North Vietnamese launched two large-scale invasions in 1968 and 1972--both tactical defeats but strategic victories for the North that precipitated the U.S. policy of "Vietnamization," the drawdown of American forces that left the ARVN to fight alone. This book examines the maturation of the ARVN, and the major battles it fought from 1963 to its demise in 1975. Despite its flaws, the ARVN was a well-organized and disciplined force with an independent spirit and contributed enormously to the war effort. Had the U.S. "Vietnamized" the war earlier, it might have been won in 1967-1968.

The Vietnam War covered the full spectrum of conflict from terrorism, to guerrilla warfare, to a conventional war of maneuver. The final North Vietnamese offensive that defeated the South Vietnamese Army were conventional campaigns that provide opportunities for operational level planners to learn from the Vietnam experience. The methodology followed in the monograph involves first establishing a basis of information on the strategic situation and the final campaigns, and then analyzing the campaigns with Cohen and Gooch’s model of military misfortune. The communists began their final offensive campaigns in December, 1974 by seizing Phuoc Long Province. In March, 1975, they continued their offensive campaigns by conducting diversionary attacks in the north threatening Pleiku and then attacking the lightly defended South Vietnamese rear area. The Communists quickly captured the Central Highlands and then raced to the sea to divide the South Vietnamese Army (ARVN). The communists blocked the South Vietnamese attempt to retrograde from the Central Highlands and destroyed the ARVN II Corps. The communists then concentrated combat power to destroy the South Vietnamese six divisions isolated in the north. After destroying these divisions, the communist seized Saigon which ended the war. The South Vietnamese suffered a catastrophic failure and lost the war because of their inability to learn, anticipate, and adapt. The South Vietnamese, failing to learn the basics of operational art, tried to defend the entire country through corps area defenses. Thus, they never defended in depth or concentrated combat power to defeat their adversary’s main effort.

Johnson s decision to commit the U.S. military to an escalating role in the ground war against the Communist government of North Vietnam and its allies in South Vietnam known as the Viet Cong. Beginning in 1965, William C. Westmoreland, the commanding general of the Military Assistance Command, Vietnam (MACV), sent large numbers of soldiers on search-and-destroy missions against Viet Cong forces. His strategy in Vietnam depended on the superiority of U.S. firepower, including intensive aerial bombardments of regular enemy units. The goal was to inflict more losses than the Communist forces could sustain. During 1966, the United States gradually built up not just its forces, but also the logistical and administrative infrastructure needed to support them. Pacification, which took a lesser role during the military buildup, remained central to the allies approach to the war, with the White House taking additional measures to elevate its importance. As 1966 drew to a close, General Westmoreland was in position to launch the type of large, sustained military campaign that he hoped would both cripple the enemy and enable the South Vietnamese to make substantial progress toward pacification. The tide had been stemmed, yet no one was under the illusion that the task ahead would be either easy or quick. Indeed, the events of 1965 and 1966 had shown the enemy to be a dangerous and able foe, unshaken despite heavy losses in his own pursuit of victory. The true struggle had just begun."
