In the near future, control of it could lead to the type of political instability that is now associated with energy shortages. This book addresses the different aspects of irrigation, including not only the management of water resources and scientific and technical aspects, but also matters related to policy and economics. The objective of the Conference Series is to provide a venue for an international presentation and dissemination of papers related to sustainable ways of conducting irrigation. Sustainable irrigation has three key aspects, i.e. i) developing ways of using scarce water resources most efficiently to maximize food production while minimizing the environmental impact of irrigation activities on the affected land and water resources; ii) ensuring that the extraction of water from surface and groundwater sources is set at sustainable levels to maintain healthy aquatic ecosystems to secure a continued supply of quality water for irrigation, recreation and urban/industrial uses; iii) facilitate an equitable distribution of the water available for consumption between competing users, which is essential to maintain sustainable communities. Attracting researchers in academia and industry, as well as professional practitioners and policy makers, the Third International Conference provides a platform for a review of the state of the art from the scientific, technological, political and economic points of view. Meeting this challenge requires the development of flexible regimes that have the potential to meet essential consumptive needs while restoring environmental flows. This book focuses on how water trading frameworks can be repurposed for environmental water recovery and aims to conceptualise the most appropriate role for law in supporting recovery through these frameworks. The author presents a comprehensive study of the legal frameworks in four jurisdictions: the States of Oregon and Colorado in the western United States; the province of Alberta in Canada; and the Murray-Darling Basin in Australia/Basin State of New South Wales. A close comparative analysis of these four jurisdictions reveals a variety of distinctive regulatory arrangements and collaborations between public and private actors. In all cases, the law has been deployed to steer and coordinate these water governance activities. The book argues that each regime is based on a particular regulatory strategy, with different conceptions of the appropriate roles for, and relationships between, various actors and institutions. Legal frameworks do not have the capacity to rationalise and provide an overarching and absolute solution to the complex environmental and governance issues that arise in the context of environmental water transactions. Rather, the role of law in this context needs to be reconceptualised within the paradigm of regulatory capitalism as establishing and maintaining the limits within which regulatory participants can operate, innovate and collaborate.

Book excerpt: The discipline of Integrated Environmental Modelling (IEM) has developed in order to solve complex environmental problems, for example understanding the impacts of climate change on the physical environment. IEM provides methods to fuse or link models together, this in turn requires facilities to make models discoverable and also to make the outputs of modelling easily visualized. The vision and challenges for IEM going forward are summarized by leading proponents. Several case studies describe the application of model fusion to a range of real-world problems including integrating groundwater and recharge models within the UK Environment Agency, and the development of ‘catastrophe’ models to predict better the impact of natural hazards. Communicating modelling results to end users who are often not specialist modellers is also an emerging area of research addressed within the volume. Also included are papers that highlight current developments of the technology platforms underpinning model fusion.
