Book excerpt: This book assesses the changes that the Comprehensive Economic Partnership Agreement (CEPA) could produce by boosting the competitiveness of firms in India and Korea. It evaluates the CEPA in terms of its effects on the environment and natural resources of the importing and exporting countries alike. Further, it employs the revealed comparative advantage (RCA) and relative trade advantage (RTA) methods of analysis to gauge the influence of the CEPA on industrial competitiveness in both host and receiving countries. While the CEPA would increase trade between India and Korea in their respective strong domains, the book argues that, given the nature of the exported and imported goods and products, India would be more susceptible to serious environmental impacts than would Korea. The book subsequently presents these impacts in a qualitative framework and stresses the need for a comprehensive valuation of not only environmental impacts, but also the losses due to tariff cuts and the gains due to increased trade between the two countries.

This Policy Paper is one of two that outlines the Bank's new policies for the sector. The review was prompted by concern about the effects of power generation on the environment and on populations that may be resettled to make way for projects. Another stimulus was the macroeceonomic reality of fewer investment resources in many countries. And many developing countries are becoming more receptive to reforming the way energy is produced and consumed. This paper credits the public monopoly approach of the last 30 years with facilitating expansion of power supplies, capturing technical economies of scale, and making effective use of scarce managerial and technical skills. Nonetheless, it recommends several new policies to improve the performance of the electric power sector in developing countries. These reforms will guide future Bank activities in the sector. Bank loans for electric power will go first to countries clearly committed to improving the performance of their power sectors. The Bank will also discourage subsidies on energy prices and will encourage private investment in utilities. And it will provide financing to help the least developed countries import power where local generation is not practical. The efficiency of production and use of electric power in developing countries is examined in a companion paper, Energy Efficiency and Conservation in the Developing World: The World Bank�s Role . Book excerpt: As social interest in particulate matter (PM) increases, various abatement policies are being discussed and implemented. However, such a policy could lead to economic burdens for industries that emit large amounts of PM. For example, if we aim to limit PM emissions from industrial production processes, cutting production or installing abatement devices incurs costs. Of course in the long run it may be possible to comply with regulations without additional costs through the development of new technologies. However, assuming that firms are currently producing at an optimal level, additional regulations increase costs in the short run. In industries already subject to environmental regulations, including an emissions trading system (ETS) for achieving national greenhouse gas reduction targets, stringent regulations on PM emissions could be an additional burden.The sources of domestic PM emissions can be categorized into four sectors: power generation, industry, transportation, and households. The emissions from the industrial sector accounts for about 40 percent of total domestic emissions. Therefore the role of industry is most important in curbing PM emissions. Despite this, there is a lack of both academic and policy research discussing issues regarding industrial PM emissions.This study investigates the current state of PM emissions in manufacturing industries and corporate perceptions of government regulations on PM emissions, and further estimates the macroeconomic effect of relevant policies. The results and implications of this study are expected to contribute to improving the efficiency of PM abatement policies.
