The unusual application rate combined with the start of the Hurricane Florence housing program offered an opportunity for this project to evaluate the gap and potentially improve the Marlboro County outreach process to yield a better response for the 2018 Hurricane Florence housing recovery program.

Book Accounting for Disaster

Download or read book Accounting for Disaster written by Alexander Meeks and published by . This book was released on 2019 with total page 178 pages. Available in PDF, EPUB and Kindle. Book excerpt: In an era of climate change, the rural, coastal plains of North Carolina might foretell the increased economic precariousness of coastal communities beset by stronger hurricanes and more frequent flooding. In 2016, Hurricane Matthew flooded much of North Carolina's southeastern region, inundating thousands of homes and businesses. Two years later, Hurricane Florence interrupted the state's recovery, precipitating even greater damage. Little academic work focuses on the state's recovery from the two storms, and none to date tracks the recovery of its small businesses. These businesses are important sources of employment and wages in the state's communities, yet compared to households and public facilities, they qualify for fewer sources of economic relief, and almost all of that relief consists of debt. These businesses also already bear the brunt of ongoing negative trends: increasing economic stratification between small and large firms nationwide as well as sustained rates of rural depopulation and divestment. I focus on the supply and use of small business recovery capital in order to diagnose unmet need after the hurricanes and make recommendations to foster business recovery in North Carolina after these and future disasters. On the capital "supply side," I describe slow, sometimes arbitrary and occasionally risky federal disaster recovery programs geared toward small businesses. These contrast with the relatively sophisticated, efficient system of capital absorption below the state level, which pivots around a network of distributed, community-based small business development centers and lending intermediaries. On the capital "demand side," I theorize the vulnerability of small businesses and seek to understand their financial and operational decision-making through interviews. Small businesses, which are expected to recover on their own financial merits through insurance, debt financing, and savings, must also rely on factors well beyond their control: the availability of affordable and rapid debt capital, the quick resurgence of local spending after a disaster, and the public resolution of market failures through limited grant funding. Absent significant improvements in the penetration of insurance, disaster credit, and hazard mitigation, these businesses will continue to face rising fixed costs, diminished access to credit, tighter operating margins, and a higher probability of failure.

  • Author : Craig E. Colten

Download or read book Southern Waters written by Craig E. Colten and published by LSU Press. This book was released on 2014-10-13 with total page 333 pages. Available in PDF, EPUB and Kindle. Book excerpt: Water has dominated images of the South throughout history, from Hernando de Soto's 1541 crossing of the Mississippi to tragic scenes of flooding throughout the Gulf South after Hurricane Katrina. But these images tell only half the story: as urban, industrial, and population growth create unprecedented demands on water in the South, the problems of pollution and water shortages grow ever more urgent. In Southern Waters: The Limits to Abundance, Craig E. Colten addresses how the South -- in an environment fraught with uncertainty -- can navigate the twin risks of too much water and not enough. From the arrival of the first European settlers, the South's inhabitants have pursued a course of maximum exploitation and control of the area's plentiful waters, investing widely in wetland drainage and massive flood-control projects. Disputes over southern waterways go back nearly as far: obstruction of fish migration by mill dams prompted new policies to protect aquatic life as early as the colonial era. Colten argues that such conflicts, which have heightened dramatically since the explosive urbanization of the mid-twentieth century, will only become more frequent and intense, making the shift toward sustainable use a national imperative. In tracing the evolving uses and abuses of southern waters, Colten offers crucial insights into the complex historical geography of water throughout the region. A masterful analysis of the ways in which past generations harnessed and consumed water, Southern Waters also stands as a guide to adapting our water usage to cope with the looming shortage of this once-abundant resource.

Book The Cambridge Handbook of Disaster Law and Policy

Download or read book The Cambridge Handbook of Disaster Law and Policy written by Susan S. Kuo and published by Cambridge University Press. This book was released on 2022-09-29 with total page 989 pages. Available in PDF, EPUB and Kindle. Book excerpt: This century's major disasters from Hurricane Katrina and the Fukushima nuclear meltdown to devastating Nepalese earthquakes and the recent crippling volcanic eruptions and tsunamis in Tonga have repeatedly taught that government institutions are ill-prepared for major disaster events, leaving the most vulnerable among us unprotected. These tragedies represent just the beginning of a new era of disaster – an era of floods, heatwaves, droughts, and pandemics fueled by climate change. Laws and government institutions have struggled to adapt to the scope of the challenge; old models of risk no longer apply. This Handbook provides timely guidance, taking stock of the field of disaster law and policy as it has developed since Hurricane Katrina. Experts from a wide range of academic and practical backgrounds address the root causes of disaster vulnerability and offer solutions to build more resilient communities to ensure that no one is left behind.

I have written this book because I am from the east coast of North Carolina or should I say North CARE "O" LINA! This book will introduce you to my testimony the morning of the hurricane. Then, I have filled it with pictures of different parts of our state to remind us that no matter where you live when disaster hits, you can always come back stronger! I appreciate you purchasing this book because most of the proceeds will go to Hurricane victims within my state. Thank you for taking the time to help someone in need.
