Book excerpt: Hurricane Evacuation Studies (HES) serve as the root of state hurricane plans. Historically, the HES has been completed by FEMA's National Hurricane Program with various federal, state, and local partners such as the USACE, NWS, and state emergency management agencies. The research outcomes of an HES allow emergency management officials to determine who is likely to evacuate, where individuals are most likely to go when evacuating from a storm, and when they need to leave to safely reach their destination. The studies aid in the development of evacuation zones and identify vulnerable populations and probable impacts from hurricane-related hazards such as storm surge and high wind.

Charleston, the second most populous city in South Carolina, is located on a very low peninsula, making it susceptible to floods during hurricanes and storm surges. In the event of a hurricane, the population at-risk must be evacuated to safety as quickly as possible. The Interstate system is the primary mode to evacuate at-risk population out of Charleston. Effective traffic management strategies are needed to manage the significant increase in demand on highways during the evacuation and contra-flowing traffic has been applied as a strategy to meet this need. This study evaluated the reduction in delay by proposing a new ramp and implementing different contra-flow strategies, along the I-26 corridor out of Charleston using a microscopic simulation tool called PARAMICS. This study found that the addition of a ramp along with contra-flow strategies significantly reduces traffic delay during an evacuation.

When a hurricane threatens the East Coast of the U.S., comparisons with Hugo are inevitable. Not mentioned by name are the hurricanes that appeared to threaten the seaboard, perhaps prompting protective action, by making landfall elsewhere. In the 1996 hurricane season, two of these hurricane events, Bertha and Fran, prompted evacuation orders to be issued along the North and South Carolina coasts. In both instances, the edge of the hurricane nicked the northern coast of South Carolina - each making landfall just over the border in North Carolina. These two events offer a unique opportunity to study the impact of repeated "false alarms"--Evacuations ordered based on expections of hurricane landfall that ultimately proved to be wrong.

On the night of September 21, 1989, Hurricane Hugo slammed into the South Carolina coast at Sullivan's Island with winds exceeding 160 miles per hour. The colossal force of the hurricane was punctuated by storm surges ranging from five to ten feet above sea level. At approximately one minute after midnight, Hugo's eye passed over the island, and the charming community seaside community disappeared beneath the tumultuous sea for nearly an hour. After Hugo left Sullivan's Island in its furious wake, the first news broadcasts from the Charleston area reported that the island and neighboring Isle of Palms were completely destroyed. The Ben Sawyer Bridge--the only connection to the island at the time--was knocked off its pedestal and rendered useless, and so the hundreds of families who had evacuated the area could not return to their homes to see what, if anything, remained. The recovery process started slowly, and for many it would be a long, arduous journey. More than 15 years later, Sullivan's Island's homes and businesses have been restored, but the memory of Hugo's fury will not soon be forgotten.
